HomeMy Public PortalAboutr 14-162*�!115D! 7.xT1uZ% p 14 -162 ,� JJ. �P it JYit rr��'t of �I�iT2`ieuip J= C D3teof Adopt= ALgust 7, 2014 AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR EIMRONbIENTAL SERVICES WITH CME ASSOCIATES — LINUTED SITE LNVESTIGATION — CONRAIL LINE WMREAS, the Borough of Carteret is in need of specialized environmental services relative to the lirnhed site investigation in the Conrail right -of way between Roosevelt Avenue and the US Metals facility; and WHEREAS, the Borough's Consulting Engineers, CNIE Associates, possess the requisite skill and expertise to provide said services; and 'VidEREAS, CME Associates has submitted a proposal to provide said engineering services at a total cost not to exceed S 10,000.00; and NVIIEREAS, the Mayor and Council have reviewed said proposal; and WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of iMiddlesex, State of New Jersey, as follows: 1. That the proposal from CME Associates for environmental services relative to the limited site investigation in the Conrail right -of way between Roosevelt Avenue and the US Metals facility, in a total amount of 510,000.00 billable in accordance With CNIE's existing contract with the Borough is hereby approved; and 2. That annexed hereto is a copy of said proposal; 3. That this action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:11-5(l)(a) in accordance with the Borough's Fair and Open Process as authorized by law. Fee Estimate for Professional Environmental Services for, Limited Site Investigation — Conrail Line Block 100, Lot 2 Borough of Carteret, Middlesex County, NJ Proposal No, 2013 -062 Dear Honorable Mayor Reiman: Thank you for the opportunity to present this fee estimate for Professional Environmental Services relative to the limited site investigation in the Conrail right -of way between Roosevelt Avenue and the US Metals facility. SCOPE OF WORK The inactive rail line will be investigated in accordance with the Technical Requirements for Site Remediation (NJAC 7:26E) and applicable NJDEP guidance including the Technical Guidance for Site Investigation of Soil, Remedial Investigation of Soil, and Remedial Action Verification Sampling for Soil ( NJDEP August 1, 2012). Soil samples will be collected for the entire length of the rail line from the US Metals facility to Roosevelt Avenue. The length of rail line under investigation is approximately 7,500 feet. A sampling frequency of one (1) sample per 500 feet of rail line will be implemented, yielding a total of sixteen (16) samples. Samples will be collected in the upper 6- inches of the soil profile, at the surface or immediately below any surficial stone layer. Sample locations will be targeted to areas of stressed vegetation, low elevations, and /or visually impacted areas, if present. Geoprobe direct -push boring equipment will be used to collect the samples. Each sample will be analyzed for PAHs (polycyclic aromatic hydrocarbons), PCBs, and target analyte list (TAL) metals. Sampling will be conducted in accordance with the NJDEP Field Sampling Procedures Manual (August 2005). All samples will be submitted to a State certified laboratory for analysis with a standard 2 -week turnaround time (TAT) for preliminary results. CME will document the investigation in a letter report, including sample location plans and summary tables, as well as recommendations for further action, if warranted. LIMITATIONS The scope of work is limited to the tasks outlined above. If contamination is present at concentrations above applicable remediation standards, further action may be required to comply with regulations. Note that if a condition of immediate environmental concern is observed, CME has a responsibility to notify the NJDEP. This cost estimate does not include New Jersey Licensed Site Remediation Professional (LSRP) services. We assume that the area of investigation is an inactive railroad right -of -way, This fee estimate excludes any mandatory Conrail safety training and also excludes any special insurance requirements imposed by Conrail or any other entity EXCEPTIONS • Any engineering and/or land surveying services beyond the scope outlined above will be considered extra. Said fees will be based on the hourly rate or a fixed fee mutually agreed upon in writing. • The fees on the hourly rate schedule are subject to change by January 1 of every year. • The terms of this contract will remain in effect for a period of one year from the date of this fee estimate. Should this fee estimate meet your approval, please provide our office with a professional services agreement or Resolution as an indication of the work to proceed.
