Meeting Minutes
January 7, 2021

Mike Weiss called the meeting to order at 12:05 p.m.
Public comment: None
Approval of Minutes from December 4, 2020: The December 4, 2020 regular meeting
minutes were presented for review. No comments. Member Jones motioned to accept, 2nd
by Member Thorien.
Recommendation for the expiring term of Charles Jones: The term of Committee
Member Charles Jones expired on 12/31/20.
The Airport Advisory Committee is established pursuant to Idaho Code Section 50-210,
to advise and make recommendations to the McCall City Council on matters pertaining to
the safety, operation, and maintenance of the McCall Municipal Airport. The position of
Charles Jones expired, and the position was advertised in the Star-News for two weeks as
required by City Code. Five (5) individuals requested consideration for the appointment.
Charles Jones (incumbent), Mike Chapman, David Robey, Jeff Edwards and Tony Moss.
Mr. Moss was not a citizen of McCall and per the by-laws, ineligible to run.
Chairman Weiss made a motion to recommend Charles Jones to the City Council to
remain on the Committee. Mark Thorien seconded the motion. The vote was
unanimous.
New East-West Taxiway Alternatives: The FY21 Airport Improvement Project (AIP)
was discussed. Mr. Bissell of T-O Engineers briefly explained the project. Mr. Bissell
also informed the Committee that the FAA reports that enough funds may be available to
rehabilitate Taxiway E.
Member Jones asked if it would be possible to extend the E-W taxiway to Runway 16/34
and have the FAA fund the extension. Mr. Bissell replied that the FAA will consider the
number of current taxiway sufficient and will not provide the funding. Staff also responded
the FAA will not allow taxiways to directly join runways without at least one turn.

AIP 28—Airport Master Plan
Wayne Reiter of T-O Engineers provided an update of the Airport Master Plan,
specifically the last page of Chapter 5 where the facilities' needs were noted.
Mr. Stromberg stated concerns about the number of tie-downs and the handling of US
Forest Service aircraft during the summer season. Mr. Reiter said the number of tie-
downs will be reviewed in the alternatives chapter. The Forest Service aircraft parking
issue will remain an issue for Airport Staff.
Mr. Edwards (Hangar 204 owner) expressed concerns about wingtip clearances on
Taxiway E and the new E-W taxiway. Mr. Reiter described that current and future
taxiways are/will be built to FAA standards for clearances. Mr. Reiter also explained that
large aircraft will not need to go down Taxiway E into the hangar area once the new E-W
taxiway is constructed.
Member Jones stated that the ASOS needs to be moved to free up space for developing
the infield area. Mr. Reiter said that will be recommended in the Master Plan.
Hangar Waiting List Update
Airport Staff described the project to update the Hangar Waiting List.
Ms. Janiak asked about commercial vs. private hangar development. Staff reported that
commercial and private hangar development are two separate lists. Ms. Janiak requested
a commercial hangar development list.
Airport Advisory Annual Report
The annual Airport Advisory Committee Report is due to be presented at the Thursday,
January 28th City Council meeting starting at 5:30 pm. Chairman Weiss agreed to
provide the report.

Items for Future Committee Agendas
Ms. Didisse asked about the Flying Club being on the Commercial Hangar Waiting List.
Staff will discuss at the next AAC meeting.
Ms. Janiak and Chairman Weiss asked about the Dew Aviation Hangar 98 lease. The
lease was previously approved by City Council and Dew Aviation has been paying rent
on the property.
