COMMITTEE MEETING — Began at 5:30 p.m.
• CALL TO ORDER AND ROLL CALL Committee members Karla Eitel, Susan Farber
(via video), Dawn Matus (via video), Dallas Young (via video) and Cynthia Dittmer
(via video)were present. Also, in attendance were Delta James, Economic
Development Planner and Bill Flood, Consultant(via video).
• 2021 COMMITTEE CHAIR APPOINTMENT [ACTION ITEM]
Susan moved, Dawn seconded a motion to nominate Karla Eitel to serve as 2021
Committee Chair. All members voted"aye"and the motion passed. Karla accepted
the nomination.
• MINUTES APPROVAL [ACTION ITEM]
Dallas moved, Susan seconded a motion.to approve the minutes from the October
26, 2020 and November 30, 2020 meetings as submitted. All members voted "aye"
and the motion passed.
• MCCALL PUBLIC ART PLAN
Bill Flood, consultant, presented the second draft of the public art plan, including
initial layout and photo placement. Committee member Dawn Matus has provided
notable time to help edit this draft document. The committee reviewed the plan and
generally supported the content and design of the plan. Minor formatting and edits
were suggested. Bill will incorporate those changes and then provide staff with a
draft for public review. Staff will post the plan on the City web site and invite public
review/comment for 7-10 days with a goal of bringing back a final version to the
committee at its March meeting.
• PUBLIC ART PROJECTS
Laidlaw Our Confluence: Staff reported that the project is fully approved for
fabrication and installation is expected in late summer 2021.
Westover Mill Whistle: Staff reported that City Council will consider this project
proposal at its January 28 meeting. If approval is given, the project will enter into final
design and fabrication with installation in Brown Park expected in early fall 2021.
MDSD Our Town: Cynthia reported that this project to engage students in creating
images to be installed as vinyl graphics in the city bus stops will proceed next
semester. Her Advanced Art class, Ms. Hamleton's 2nd Grade class and Mr. Hopkin's
middle school class plan to participate. Supply order lists will be provided to staff
soon. Staff reported that the old vinyl images have been fully removed from the bus
shelters by Rocky Mountain Signs.
• COMMITTEE MEMBER APPOINTMENT
One letter of interest from Nellie Bowman has been received to fill the remaining
term vacated by Judy Drake. Nellie has extensive experience in public art planning
and project development. Dallas moved, Karla seconded a motion to recommend
City Council appoint Nellie Bowman to the committee. All members voted "aye"and
the motion passed.
Karla Eitel has completed her first three-year term on the committee and would like
to serve a second term. Susan moved, Dawn seconded, a motion to recommend
Karla Eitel to City Council for appointment for a second term to the committee. All
members voted "aye"and the motion passed.
• LOCAL OPTION TAX FUNDING
Staff reported that the City is seeking a representative from a city advisory committee
to serve on the Local Option Tax Commission, which is a citizen body that provides
City Council with recommendations on funding of community programs and city
needs with the 3% tax on short term lodging. Letters of interest for service on the
LOT Commission are due to the City Clerk on February 1, 2021. It would be
beneficial to have someone representing the public art committee on the LOT
Commission. Committee members wondered if Craig Vroom would be able to serve
on the LOT Commission. Staff will inquire.
Staff asked committee members to think about what project that is listed as a priority
in the public art plan should be proposed for LOT funding and bring ideas to the next
meeting. The deadline for applications for LOT funding is usually late April.
