Mayor Pro-Tem Waldow called the meeting to order at 6:06 p.m.
1. Rollcall: Mayor Pro-Tem Eileen Waldow; Trustees; Brian Cerkvenik, Parnell Quinn and,
Katie Soles
2. Approval of Agenda:
Trustee Quinn moved, and Trustee Soles seconded the motion to approve the agenda.
Motion carried: 4-0.
3. Consent Agenda:
a) Minutes October 5, 2022
Trustee Cerkvenik moved, and Trustee Soles seconded the motion to approve the
consent agenda. Motion carried: 4-0.
4. Open Forum:
none
5. Discussion and Possible Action:
a) 2023 Draft Final Budget
Finance Director Rob Clemens presented a draft of the final 2023 budget.
b) Town Manager Transition Plan
Jon Stavney of NWCCOG will assist the Board with the recruitment as requested. A
timeline for the transition plan will be presented at the next meeting.
6. Public Hearing and Possible Action:
a) Resolution 2022-11-01 Special Event Permit Festival of Trees

Trustee Soles moved, and Trustee Cerkvenik seconded the motion to open the Public
Hearing regarding the Special Event Permit Festival of Trees. Motion carried: 4-0.
Town Clerk McVeigh presented to the Board. The following were entered into the public
record: Special Event Application, and motion to open and close the public hearing. No
public comment was taken.
Trustee Cerkvenik moved, and Trustee Quinn seconded the motion to close the Public
Hearing regarding the Special Event Permit Festival of Trees. Motion carried: 4-0.
Trustee Soles moved, and Trustee Quinn seconded the motion to approve Resolution
2022-11-01 Special Event Permit Festival of Trees. Motion carried: 4-0.
7. Updates
a) Trustee Soles: State Bag Fee, staff will research and bring back to a future meeting,
Mariann's Trail has concluded work for 2022 and will be completed in 2023. Byers
Avenue water line replacement resident meeting will be November 10.
b) Trustee Quinn: Would like the Planning Commission to resume regular meetings.
c) Trustee Cerkvenik: Attended the NWTPR and CDOT is trying to hire CDL drivers for
winter snow removal.
d) Town Manager Cannon: Attended a conference in Pueblo regarding tax increment
financing.
8. Adjourn:
Trustee Soles moved, and Trustee Cerkvenik seconded the motion to adjourn. Motion
carried: 4-0. Meeting adjourned at 7:20 p.m.
