Mayor Vandernail called the meeting to order at 7:00 p.m.

2. Approval of Agenda:
Trustee Soles moved, and Trustee Quinn seconded the motion to approve the agenda,
Motion carried: 7-0.
3. Consent Agenda:
a) Minutes October 19, 2022
b) Minutes October 26, 2022
c) Minutes November 2, 2022
d) Resolution 2022-11-13 GIS
e) Resolution 2022-11-02 200 Eisenhower Lease Agreement
f) Resolution 2022-11-03 FVMRD Lease Agreement

h) Resolution 2022-11-05 Rendezvous License Agreement
Trustee Cerkvenik moved, and Trustee Soles seconded the motion to approve the
amended consent agenda moving Resolution 2022-11-01 GIS to a discussion item.
Motion carried: 6-1, Trustee Fisher recused.
Trustee Soles moved, and Trustee Gregory seconded the motion to approve the
Resolution 2022-11-13 GIS. Motion carried: 7-0.

5. Discussion and Possible Action:
a) Grand County Historical Association Funding Request and Document and
Photo Preservation was moved to a future meeting.

Finance Director Rob Clemens presented to the Board.
c) Resolution 2022-11-12 Adopting by Reference Model Municipal Records
Retention Schedule
Trustee Gregory moved, and Trustee Waldow seconded the motion to approve
Resolution 2022-11-12 Adopting by Reference Model Municipal Records Retention
Schedule. Motion carried: 7-0.
d) Town Manager Hiring Process
The Board approved moving forward with the presented hiring timeline.
6. Public Hearing and Possible Action:
a) 2023 Budget Hearing
Trustee Soles moved, and Trustee Quinn seconded the motion to open the public
hearing regarding the 2023 Budget. Motion carried: 7-0.
Proof of publication was in the packet. No public comment was taken.
Trustee Quinn moved, and Trustee Soles seconded the motion to close the public
hearing regarding the 2023 Budget. Motion carried: 7-0.
Trustee Soles moved, and Trustee Quinn seconded the motion to approve items a.i.
Resolution 2022-11-06 Summarizing Revenues And Expenditures For Each Fund, a.ii.
Resolution 2022-11-07 Levying Property Taxes a.iii., a.vi. Resolution 2022-11-08
Appropriating Sums Of Money To Various Funds And Agencies a.iv., Resolution 2022-
11-09 Law Enforcement Budget, a.v. Resolution 2022-11-10 Building Services Budget,
