Re: Agenda Item—Transfer of Funds Request
As you are aware, the Ad-Hoe Committee on Technology met on June 291h and July 7th regarding
the redesign of the Town's website in accordance with the Honorable Town Council's Fiscal Year
2017 Budget Policy Guideline ILG: "Redesign the Town's web site and social media presence to
better communicate with residents. Assess the resources needed to manage communications,
including online, email, and print."
At the October 25, 2016 Town Council Meeting,the Honorable Town Council adopted the
following two action items (please see attached Ad-Hoc Committee on Technology reports and an
excerpt from the October 25t'Town Council minutes):
➢ Pursuant to Watertown's 2017 Budget Priority Guideline to "Redesign the Town's Web Site
and Social Media Presence to Better Communicate with Residents. Assess the Resources
Needed to Manage Communications, Including Online, Email, And Print," the Committee
Recommends the Full Town Council Approve the Proposed Renovation And/or Redesign of
the Town Website, Including On-Site Consulting Content, Subsequent Year Webmaster
Services, Civicsend, and Civicmobile, as Presented by Civicplus
➢ The Committee also Recommends the Town Council Request the Town Manager to Identify
the Funding Source for the Renovation and Further to Identify the Resources Necessary for
Implementation of the Upgrade.
As a follow-up to the above mentioned actions items, I asked Thomas J. Tracy, Town
Auditor/Assistant Town Manager for Finance to contact CivicPlus and request consideration be
given to reducing the original all-inclusive quote. Attached please find correspondence from Mr.
Tracy indicating the quote has been revised. The updated quote is $60,000 and includes Premium
redesign, On-site Consulting and Five Advanced Subsites.
Therefore, in order to move forward with the redesign of the Town's website, I respectfully request
the attached transfer be placed on the November 9, 2016 Town Council Agenda.

AGENDA: Meeting with CivfcPlus,our website vendor and Jacob Bertram,Regional Sales Manager
Discussion included current projects in our area and functionality such as hot buttons,improved
Google-like search engine,mega menus with differing numbers of tiers for sub-menus.
Watertown is currently using technology level"V (about 3+years old) -the prominent level is
now'q„
Discussion continued with demonstrations about design and functionality improvements that
have been created since Watertown's last design and what upgrading to level 7 would offer its.
The Committee is interested in a suite of tools:CivicEngage,CivfcMobile,CivicSend and asked for
an updated quote to be sent to Mr.Mahoney along with expected timeframe for review of content,
redundancies,training for all departments,workflows,rollout,migration of current site and other
details.Anticipated to be included in the contract is free,one-year virtual webmaster consultant
services,or about 5 hrs/month free, in order to support IT. Other beneflts will be listed in
contract,for example a free re-design every 36 months,and a discounted rate for"sub-site"
opportunities for departments,such as the Police, Fire, DPW,etc,
Mr.Bertram shared some additional reasons why he thinks Watertown would benefit upgrading
the contract with CfvfcPlus,including they provide 24/7 access to a live person for support,have
250 employees and are constantly.growing.CIVICPIus has a 99.7%retention rate across 20 yrs„
and its founder and owner will still sometimes come on site to travel and meet with customers
along with a rep.Their customers include large cities(5 million residents),such as Maricopa
Country,AZ,and Analrefm,CA,as well as towns that have just 100 residents. Everyone is given an
account manager and they have invested$3M this year alone in security.

AGENDA: Continue discussions regarding Civic Pius
Joe Mahoney presented an updated contract,as anticipated in follow up to the June 29 committee
meeting.He reported an estimated annual maintenance fee of$10.6K to$19,2K; One-time
redesign fee of$23K,Year 2,Annual fee is$19.21<.
Michelle Cokonougher commented that$10K cost to review content doesn't really seem worth it.
Joe Mahoney: Is concerned about receiving adequate support for him through implementation.
Positive discussion ensued including wanting to move forward with CivicPlus contract for many
reasons, for example the greatly expanded functionality available,community engagement tools,
their experience in serving local government needs,customer service support,and the desire of
the police department,and possibly DPW to host"sub sites"for efficient data integration within
the town website,as well as a discounted package for sub sites and given our existing long-term
relationship with Civialus, Committee discussed the willingness to report to Town Council in
favor of moving forward with a new CivicPlus contract,We are hopeful that January 2017 could
begin possible implementation of the website redesign,

Councilor Woodland read the Committee report. Councilor Piccirilli moved to accept the report;
Councilor Woodland seconded the motion. The motion was adopted unanimously on a voice
vote.
Councilor Piccirilli moved to adopt the above listed Action Item 1; Councilor Woodland
seconded the motion. After a discussion regarding the operation of the website, the cost,
implementation, and training, President Sideris suggested that an informational presentation
should be made to the Town Council.
The motion was adopted unanimously on a voice vote.
Councilor Falkoff moved that the Town Manager work with Mr. Mahoney, Director of IT, to
implement any near term fixes in the interim; Councilor Dattoli seconded the motion. The
motion was adopted unanimously on a voice vote.
Councilor Piccirilli moved to adopt Action Item 2; Councilor Woodland seconded the motion.
The motion was adopted unanimously on a voice vote.
