Withers, Director of Community Development BY: Annette Potts�eputy Director of Administrative Services SUBJECT: PUBLIC HEARING —CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER) FOR FISCAL YEAR 2011 PURPOSE: To conduct a public hearing to receive public input and comments on the City's CAPER and approval to submit this document to the Housing and Urban Development (HUD) department before the September 30, 2012 deadline. BACKGROUND: The Department of Housing and Urban Development (HUD) requires Cities that receive Community Development Block Grant (CDBG) and HOME Program funds to submit a Consolidated Annual Performance and Evaluation Report (CAPER). The CAPER provides a summary of the actions taken to meet the housing and community development needs identified in the FY 2011 Annual Action Plan with the use of federal funds. The CAPER also identifies non - federally funded activities that assisted in meeting the City's goals of providing decent housing, a suitable living environment and expanding economic opportunities.
