RE: Drainage Plan of Lot 122 &123, SW corner of Jones and 13th
Dear Mr. Anderson:
During my site visit late yesterday afternoon, I observed the graded condition of Lot 122 and the recent sod
placement on Lot 23. The Engineer was limited in options of design due to site drainage conditions. While
the grading is not perfect, I find both lots to be in reasonable conformance with the approved drainage plan.
I did not have access to a water hose to test the porosity of the driveways. These driveway pads appear to
be constructed of the "white rock" you are concerned with. I predict it is not as porous as the recent
installation by Keith Gay on Highway 80. Yet by definition it meets the current porous pavement section
of our ordinance. If possible, I would like to meet with you next week to resolve the white rock and other
porous pavement issues.

We reviewed the latest information by Jan Sherwood, PE received by email last night. Our review is
limited to drainage issues. We have not attempted to duplicate work of the Planning Commission or City
staff regarding setbacks, density or other zoning or subdivision regulation issues.
The only outstanding issue is Tybee's receiving stamped paper copies of the design and revised drainage
calculations. Based on my conversations with the Developer and the Engineer and my review of submittals
all is in order. I recommend holding the permit until I verify your latest hard copy submittal is complete.
Within the scope of our design review, to the best of my knowledge and belief, the design meets the
requirements of the Land Development Code of the City of Tybee Island. Any recommendations do not
relieve the project of the requirement to obtain any other required permits, approvals, etc... by any other
governmental body or authority having jurisdiction over any portion of this project.

As an be seen from the calculations, adequate provisions have been provided for on the site
for .tornawater drainage. The low velocities indicated will not present an Swale erosion
pro.lem. Due to the low velocity demonstrated by the lack of relief in the swale„ periodic
tenance will be required by the homeowners to maintain drainage.
As = additional precaution, soil test holes were dug in the areas of tha trenches. The test holes
in • cated that the top 6 inches was found to consist of very sandy, silty loam topsoil and white
was found to extend to more than 3 feet. The on -site soils will provide good drainage.

Please find attached the grading plans for the properties at 1301 and 1303 Jones Avenue. The
lots are being developed as residential properties by Michael Bandy, Barry Koncul and John
Ganem.
As can be seen on the attached drainage area plan, drainage from the fronts of the lots will
primarily be directed towards the side yards, along the drainage easement at the rear of the
properties and ultimately to the city ROW and towards a stormwater intake at the corner of 13th
St and Miller Avenue. Because the drainage from each of the lots affects the other lot, the plan
is being considered as a combined drainage plan.
All areas other than the porous brick paved drive will be grassed or landscaped. The site due to
minimal topographic relief, drainage provisions will be relatively flat. Adequate pathways for
stormwater flow have been provided for as indicated by the following calculations.
Post - developed Runoff
• C = 0.40 (single family residential, soil type A, drained)
• Time of concentration = 10 min
• I (25 yr) = 4.6in/hr
• Area A -1 = 0.19 acres
• Area A -2 = 0.02 acres
Post - developed Runoff (Area A -1)
Q = 0.40 x 6.7 x 0.19 = 0.51 cfs

Q = 0.40 x 6.7 x 0.02 = 0.06 cfs

sand was found to extend to more than 3 feet. The on -site soils will provide good drainage.

With these plans logged in by the City on 03 -24 that I received after work that day, I am
sending these comments by email.
The perimeter swales appear higher than the surounding property. Starting clockwise from
the left hand side of the sheet, the Swale FG of 7.0 is at the elevation on the side
property line. At the top of the page at the rear of the lots, the fiat swale or of with
inverts of 7.0 are higher than the adjacent lots with elevations of 7,0 and 6.4 shown.
We need scales that do not drain or overflow onto property of others and that are
supported by cal.c_ulation, as being adequate size.
A defined Swale with invert elevations shown needs to be shown at the interior.' lot line.
The note stating, 'Regrade City R ?W to drain towards intake at intersection of 13th Street.
& Miller Ave." is not adequate. Provide design of route.
I have no problem with the design intent.

On Saturday morning, at request of the builder developer, I met with Jan
Sherwood with the engineering firm that will be providing the consultant
services to provide a drainage plan for the two existing lots on the southwest
corner of Jones and 13th.
After reviewing the topographic survey and considering Jan's concerns it
appears they will need to outfall these lots north to 13th and then west to the
southeast corner of Lovell and 13th.
These 2 lots drain to the rear as do other lots to the south.
I recommended consideration of the installation of a drainage line on the south
side of 13th and extending up the rear of these two lots. This line would be a
City line. This line would provide outfall to lots to the south on both Jones
and Lovell.
This line would eliminate the need for bioretention basins which require some
education of lot owners to be properly maintained.
Jan needs an answer to avoid delay of design. The Owner has requested
clarification on who would pay for this line as it would be more expensive than
a swale.
Please provide direction to Jan who is copied on this email.
