ORDINANCE NO.35-2019
AN APPROPRIATION ORDINANCE AUTHORIZING THE
SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF A GRANT
FROM THE WAYNE COUNTY SOIL AND 'DATER CONSERVATION DISTRICT
WHEREAS, In accordance With Indiana Code (IC) 36-1-4-10, a municipality may execute
any documents necessary to receive money from the state 'or federal
government or any other source, and said documents are prepared and
executed by the City executive administration, provided that the Common
Council of the City of Richmond as the legislative body of the City approves
an ordinance for the appropriation of any monies received in accordance With
IC 36-4-6-18; and
WHEREAS, The Wayne County Soil and Water Conservation District. has grant funding
available through its Clean Water Indiana ("CWI") grant program; and
WPIEREA.S, - The City -of Richmond Parks Department has submitted or Will submit a grant
application to obtain funds to fund or partially reimburse the Department for
the removal of invasive honeysuckle in areas inspected and specified pursuant
to the terms ' of the grant; and
WHEREAS, A fifty percent (50%) local match is required for the labor and equipment costs
only portion of the grant, which local amount would not exceed Four
Thousand Seven Hundred Seventy-nine Hundred Dollars and Seventy-five
Cents ($4,779-75), which local match will come from a donor or from the.
Parks Department budget.
NOW, TBEREFORE, be it ordained by the Common Council of the City of
Richmond, Indiana, as follows:
1.. The City of Richmond Parks Department has submitted or Will submit, as
authorized by IC 3 6--1 -4 10, a grant application to- the Wayne County Soil and
Water Conservation District.
2. The City of Richmond Parks Department is authorized to accept said grant
funding in an amount up to Twelve Thousand Dollars and Zero Cents
($12,000.00).

3. Said funds, if awarded, shall be appropriated to fund the removal of invasive
honeysuckle in areas inspected and specified pursuant to the terms of the grant
for the Parks Department.

rother service providers and partners in the community to maximize

all available resources. The parks date back to 1880 when land was
given to the city for preservation as a local park. Richmond Parks
and Recreation strives to serve all citizens within our community and
we have a variety of programs, camps, events, facilities, 19 parks
with over 1100 acres. All offered low cost or free of charge. The
ultimate goal is to be able to provide parks and spaces that become
destinations for our community to take pride in for generations to
come.
The Park and Recreation Department includes six divisions:
grounds and maintenance division,
1. Floral Division,
2. Recreation Division
3. Office/Administration Division
4. Senior Services Division,
5. Golf Division
The staff members in each division are responsible for the daily
operations of the department including all park maintenance,
recreation programs, human services, facility management, golf
course operation, finances, customer relations, marketing, and
clerical duties.
While tax dollars fund most of the Parks Department Staffing and
Operations, there are many areas of operation which do not receive
funds, including the majority of recreational programming. For
example, the budget does NOT include programming or event
dollars. Funding for programming, events, and any additional or
Improvement projects must be secured through sponsorships,
donations, in -bind trades, and grants like this one from the
Whitewater Watershed Initiative.
When applying for Whitewater Watershed Initiative our intent is to
focus efforts on the following but not limited to...
1. overall need to protect our natural resources
2. create an Invasive Management Strategy
3. Provide awareness to the community in which we serve
4. Provide educational opportunities for volunteers, community, and
partners
6. Preserve and protect landscapes
6. Encourage native plant options
7. Be a good neighbor, resource and inspire others along the way
With YOUR help all of these intentions and more will be available to
fully promote the beauty of our parks in Richmond, Indiana.
Whitewater Watershed Initiative Proposal Request
STATEMENT OF NEED
GRANT REQUEST
1) Extend 2 park team part-time members hours for invasive removal 10 hours per
week Nov -Jan $12/hour
9 weeks X 10 hours X $12 X 2 employees=$2,160. 00
2) Hand tools and spray necessary for invasive removal=$2,000.00
3) Fecon Heavy Equipment Rental (Skid steer with forestry head attachment)
4 weeks split with City Street Department for a total of 40 hours allotted per week.
Parks would use 80 hours=$4,500.00
Fuel to be supplied by Park budget and or donation
Hauling to sites will be the Street Departments responsibility
Sites will be determined in an overall "Plan of Attack" but are set to include the
following -are......
1. Freeman Park
2. Whitewater Gorge/Starr Gennett Side
3. Middlefork Reservoir
4. Bicentennial Park
5. Veterans Park
All areas specified are along water ways and provide adequate partnership with the
Whitewater Watershed Initiative.
5) T-shirts for Invasive Army (more information on page 3 Educational .initiatives and
Goals section) 50 x 6.99=$349.50+setup fee=$50-$399.50
7) Promotion for the overall plan and volunteer recruitment will include radio, social "
media, flyers, signage, and more.=$500.00
Total Overall Grant Request=$9,559.50
Matching Funds .provided=$47 779.75
Total Amount Seeking from Whitewater Watershed Initiative=$4,779.76

EDUCATION INITATIVES AND GOALS FROM FUNDING
Our goal is to help our community understand invasive issues are not only in parks
but spread through our community in several areas. If people see the benefits of
invasive removal, they will start to help with Parks and Our Partner's "'Plan of At-
tack we will always allow any partners the ability to provide educational initiatives on
our property with trained individuals present.
VOLUNTEER RECRUITMENT AND RETENTION
We anticipate if we are able to receive the funding for our plan that our already 5-7
regular volunteers will continue to step up efforts and help with this initiative full force.
We would like to start an "Invasive Army" parks style. The army would understand the
_plan of attack and all areas would be identified and documented. This _plan will
provide a better future focus of the areas in which we spend our dedicated time to
clear. We do not want these hours to be in vain and plan to encourage adequate
removal, future needs, responsible spraying practices, and continue building our army
to fight this ongoing concern. Volunteer recruitment will happen all year long.
MATCHING FUNDS AND PARTNERS
We are pleased to have Mr. Rodgers, a long time contributor to invasive removal
efforts as a matching partner for this request. We are also looking forward to
continuing collaborating with Hayes, Cope, Red Tail, Whitewater Valley Land Trust,
and Earlharn College while focusing on a holistic approach in our 1,100 acres. 'We
will continue to seek out additional resources with CISMAs, SKIM, Indiana Invasive
Initiative, and Wayne County Soil and Water Conservation District.

The first part in the overall "Plan of Attack" was Glen Miller Pond. Our park team
worked tirelessly for 2 full weeks to -finalize this invasive -rem ova.1 project and as you
can see it has made a huge difference. Be sure to come by and visit the area to see
the true impact.
