Sherbondy Village Auditorium 215 President Barack Obama (Perviz) Avenue Opa-locka,FL 33054 1. CALL TO ORDER: Mayor Myra Taylor called the meeting to order at 5:01 p.m. on Tuesday, November 22, 2016 in the Auditorium at Sherbondy Village, 215 President Barack Obama (Perviz) Avenue, Opa-locka, Florida. 2. ROLL CALL: The following members of the City Commission were present: Vice Mayor Joseph L. Kelley, Commissioner Timothy Holmes, Commissioner John B. Riley, and Commissioner Matthew A. Pigatt. Also in attendance were: City Manager Yvette Harrell, City Attorney Vincent T. Brown, and City Clerk Joanna Flores. 3. INVOCATION: The invocation was delivered by Vice Mayor Joseph Kelley. 4. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was recited in unison. Commissioner Holmes asked the city manager when the budget was going to be finalized. City Manager Harrell said that she does not have an answer to his question. In spite of the number of times that the budget has attempted to be finalized, the Department of Revenue (DOR) has said that the TRIM notice from September was insufficient. The notice in the paper was not posted in the proper format and the meetings for the budget were not adjourned properly; there are different issues preventing the finalizing of the budget. She has informed the state of these issues and hopes that this meeting and the following meeting will be done corrected so that the budget can be completed and approved. Commissioner Holmes asked if it was the City that was making these errors with the budget. City Manager Harrell said that the City was following the recommendations of the oversight board and the county and that may be why the errors have occurred because it was said that the City does not have the experience to do it. Commissioner Holmes said that he does not recall the city having this many errors when trying to complete a budget for the incoming fiscal year. First Budget Hearing Minutes—11/22/2016 1 Vice Mayor Kelley said that more questions will arise when the commission gets into the discussion portion of the hearing. He asked City Attorney Brown to read the first ordinance on the agenda. City Attorney Brown said that it is his understanding that the DOR said that once the meeting has started it should be recessed without reading any items into the record until the next meeting. At the meeting on December 7th, the items will be read into the record for first reading and then it will be adopted at the meeting scheduled for December 19th Commissioner Kelley made a motion to recess the meeting until December 7, 2016. It was moved by Commissioner Riley, seconded by Commissioner Holmes to recess the meeting. There being no discussion, the motion passed by a 4-0 vote.
