Recording Statement Chair Chaffee read the required remote and recording statement. Public Announcements and Comment No emails were received from the public prior to the start of the meeting . Select Board Announcements and Liaison Reports Chair Chaffee as a member of the Barnstable County Assembly of Delegates announced that a Food Access Coordinator position was created to organize and coordinate food programs to reach as many people as possible across Cape Cod during the Covid pandemic . Town Administrator' s Report No report was given for this meeting . Discuss Town Meeting Logistics and Vote on Proposed Date Change In preparing for a unique Town Meeting, the option to hold the Town Meeting outdoors on Saturday September 12, 2020 at Stony Brook Field would be the best choice, with a start time of 10am was proposed to the Board . The rain date would be the next day, Sunday at fpm . Selectperson Whitney asked if there would be a tent for the event . There are many logistics to work through , and a tent is being . Chair Chaffee feels this is a best case option to hold Town Meeting . Very clear information will be given to the public on how to proceed with this different style of Town Meeting, to keep it as efficient and safe as possible . Discuss and Vote on Potential Reduction of Town Meeting Quorum Legislation signed into law earlier this spring gives towns' discretion on Town Meeting quorum , during a State of Emergency . It requires a Select Board vote on the reduction of the quorum . The current quorum is 200 . Legislation allows for a reduction of quorum to 10 % of the total figure if approved by the Select Board , and a published intent of discussion 7 days in advance . This agenda item is to inform the public as notice . Vote to Open 2020 Town Meeting Warrants, Vote on Proposed Changes and /or Additions to Warrant Articles , and Vote to Close Warrants Selectperson Chatelain moved to open the Town Meeting Warrant, Selectperson Bingham second .
