COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA
ORDINANCE NO. 53-2019
AN ORDINANCE AUTHORIZING THE
SUBMITTAL AND ACCEPTANCE OF A GRANT
FROM THE INDIANA DEPARTMENT OF TRANSPORTATION
WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality
may execute any documents necessary to receive money from the
state or federal government or any other source, and said
documents are prepared and executed by the City executive
administration, provided that the Common Council of the City of
Richmond as the legislative body of the City approves an
ordinance for the appropriation of any monies received in
accordance with IC 36-4-6-18; and
WHEREAS, The Indiana Department of Transportation has federal grant
funding available through the Local Public Agency Program; and
WHEREAS, The City of Richmond desires to submit a grant application to
obtain funds that will be used to fund the reconstruction of
Peacock Road (from NW 11' Street to NW 181 Street); and
WHEREAS, A twenty percent (20%) local match is required.
NOW, THEREFORE, be it ordained by the Common Council of the City of
Richmond, Indiana, as follows:
1. The City of Richmond in accordance with IC 36-1-4-10 has submitted
or will submit a grant application to the Indiana Department of Transportation for the
federal Local Public Agency Program.
2. The City of Richmond is authorized to accept said grant funding in an
amount up to Two Million Eight Hundred Twelve Thousand Nine Hundred Dollars
and zero cents ($2,812,900-00) of which Two Million Two Hundred Fifty Thousand
Three Hundred Twenty Dollars and zero cents ($2,250,320.00) is the federal
contribution.

3. The local match of Five Hundred Sixty Two Thousand Five Hundred
Eighty Dollars and zero cents ($562,580.00) will be provided from: (1) the Local
Road and Street Funds; (2) the Motor Vehicle Highway Funds; (3) the Local Income
Tax (LIT) Funds; and/or (4) Redevelopment Commission Tax Increment Financing
(TIF) Funds.
4. Said grant funding shall be used to fund the reconstruction of Peacock
Road (from NW 11�' Street to NW 18' Street).
