THE CITY OF RICHMOND, INDIANA, JANUARY 12, 2012
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, January 12, 2012, in the Council Chambers at the Municipal Building, 50 North 5th Street,
Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson and Tony
Foster. Also attending were Assistant City Attorney Kim Vessels, Lieutenant Brian Irvin, Assistant
Fire Chief Jared Rudy, Director of Human Resource and Compliance Sue Roberson, Rose View
Transit Operation Manager Terry Quinter, President of Amalgamated Transit Union Local Union No.
1474 Faye Paul, Sam Alderman, Marty Johnson and Katrina Weddle.
The following business was conducted:
CALL TO ORDER
Robinson called the meeting to order and noted for the minutes that all board members and legal
counsel were present.
APPROVAL OF MINUTES
Robinson made a request to the board to approve the minutes for the December 22, 2011 meeting.
Foster moved to approve with a second by Lawson. The motion was unanimously passed.
Robinson made a request to the board to approve the minutes for the January 5, 2012 meeting.
Foster moved to approve with a second by Lawson. The motion was unanimously passed.
CLAIMS FOR PAYMENT
Robinson made a request to the board to approve the claims for payment for January 13, 2012 in the
amount of $666,284.22. She explained of that total:
• $507,396.45 was paid to the Indiana Public Retirement Fund for
Employer/Employee retirement contributions
• $14,941.83 was paid to G -3 Technology for phone maintenance service
• $28,949.58 was paid to Wayne County Treasurer for the City's portion o 9 -1-
1 salaries and benefits
• $21,505.00 was paid to GEMS for financial soft -ware and rebuilding finance
and payroll test database
Lawson moved to approve with a second by Foster. The motion was unanimously passed.
NEW HANDICAPPED PARKING SIGN
A. Robinson brought to the board a request that was presented by Lieutenant Brian Irvin for
the approval of a New Handicapped Parking Sign at 25 North 19th Street for Barbara E.

Lawrence. Foster moved to approve with a second by Lawson. The motion was
unanimously passed.
HANDICAPPED PARKING SIGN RENEWALS
A. Robinson brought to the board a request that was presented by Lieutenant Brian Irvin for
the approval of five (5) Handicapped Parking Sign Renewals. Those are as follows:
1. 248 Pearl Street for Christ Connection Ministries
2. 405 Sedgwick Street for Debbie Johnson
3. 818 South "I" Street for Louise Kessler
4. 526 North 22nd Street for Terry L. Smith
5. 213 South 7th Street for Matthew Kirkpatrick
Lawson moved to approve with a second by Foster. The motion was unanimously
passed.
CONTRACTS
A. Robinson brought to the board a request that was presented by Assistant City Attorney
Kim Vessels for the approval of Contract No. 6 -2012 with Contemporary Consulting who
works closely with the Mayor to provide Economic Services that identify the City's roll
in numerous economic development efforts as well as gathering stake holder groups to
facilitate long term community goals. Foster moved to approve with the amount not to
exceed $25, 000.00 with a second by Lawson. The motion was unanimously passed.
BID AWARDS
A. Robinson brought to the board a bid award that was presented by Assistant Fire Chief
Jared Rudy for general electrical repairs for the Richmond Fire Department to Cummins
Electric, Inc. The are as follows:
• Monday — Friday 8:00 am to 5:00 pm $66.00/hr
• Sunday 8:OOam to 5:00 pm $89.50/hr
• Sunday and all hours 5:00 pm to 8:00 am $120.00/hr
• Materials cost plus 20% markup
• Shipping and handling cost plus 5% markup
Lawson moved to award with a second by Foster. The motion was unanimously passed
B. Robinson brought to the board a bid award that was presented by Assistant Fire Chief
Jared Rudy for maintenance of breathing air compressor to Breathing Air Systems in the
mount of $2,005.00. Foster moved to award with a second by Lawson. The motion was
unanimously passed.
C. Robinson brought to the board a bid award that was presented by Assistant Fire Chief
Jared Rudy for maintenance of apparatus & administrative vehicles for the Richmond
Fire Department to Preventive Maintenance Service for $43.00/hr for regular and after
hour's hourly rate and 10% markup on parts above $300.00 and 15% markup on parts
below $300.00. Foster moved to award with a second by Lawson. The motion was
unanimously passed.

D. Robinson brought to the board a bid award that was presented by Assistant Fire Chief
Jared Rudy for general maintenance of overhead doors for the Richmond Fire
Department. The rates are as follows:
• Monday —Friday 7:30 — 4:00 $52.00/hr /per man
• Overtime $78.00/hr /per man
• Sunday & Holidays $104.00/hr /per man
• Material markup 25%
Foster moved to award with a second by Lawson. The motion was unanimously passed.
FINAL DECISION FOR ROSE VIEW TRANSIT GRIEVANCE FOR KATRINA WEDDLE
Robinson took this time to make the following statement:
"This board is receipt of your written closing statement which should have been given after
testimony during the final meeting on December 8, 2011. I did listen to the flash drive of the
meeting. I stated that after testimony the board would hear final comments. However, I did not
make it clear to the petitioner or the respondent that they could do so after I asked the board members
if they had any other questions. Please accept my apology for this. Also, this is what is called the
boards "final answer" to the grievance. No other testimonies or comments will take place,"
Each board member read their statements on how they would be voting on the grievance and why.
Lawson moved for the Rose View Operations Manager expunges the grievance from Katrina Weddle
file with a second by Robinson. The motion was passed by a majority with Foster voting no.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
There will a recording and a file on this meeting in the City Clerk's office.
