HILLSBOROUGH TOWN BOARD

Open the Workshop
Mayor Horace H. Johnson, Sr., opened the Workshop at approximately 7:30 PM.
2. Agenda Changes & Agenda Approval
By consensus, the Board approved the Agenda as presented with the addition of the following
Items: 10.A. Update on Fire Department Budget Question
1O.B. Add Discussion of Forming A Citizens' Advisory Board for Water/Sewer Fund
Operations
10.C. Consider a Motion Accepting the Water & Sewer Utilities at Churton Grove
Subdivision (If accepted, this will initiate the one-year warranty period for the
Phase I utilities, before the Town assumes official ownership)
10.D. Consider emergency request from a citizen to place a mausoleum on a cemetery
plot in the old section of the cemetery, due to an impending passing ofa citizen
10.E. Other

Open Board Discussion & Committee/Key Issue Updates
4. Consider Designating Mayor Johnson as the "Voting Delegate" for the October 17th
Annual Business Meeting for the N.C. League of Municipalities
By consensus, the Board directed the Town Manager to notify the N. C. League of
Municipalities that Mayor Horace H. Johnson, Sr. will be the Town of Hillsborough's voting
delegate for the October 1 ih Annual Business Meeting.
5. Discuss Possible Appointments to the Solid Waste Advisory Board
By consensus, the Board appointed Remus Smith and Brian Ketchum to serve as the Town of
Hillsborough's representatives on the Solid Waste Advisory Board.
6. Discuss Employee Recognition Certificates
By consensus, the Board directed the Town Manager to develop a proposal for the Board to
consider.
7. Update from Manager on the Possibility of Getting Extended Area Calling Service
to Durham
. By consensus, the Board directed the Town Manager to notify the Public Staff of the NC Public

Utilities Commission, that the Town is interested in pursuing Extended Area Service for the
Durham calling area.
8. Discussion Regarding the Proposed Changes to the Economic Development District
Guidelines
The Board discussed the Economic Development District Guidelines' proposed changes.
9. Discuss the Possibility of the board Conducting a Goal-Setting Retreat for
Broader-Based Issues - Several of the Board Members have mentioned an interest in
having a retreat where major goals are deliberated and set (as opposed to the more
specific nature of the current retreat format). It has been suggested that attendance
would be limited (e.g., Board, Manager, and maybe key staff) to help the focus and it
could be conducted outside of Hillsborough so as to limit distractions. The Manager
feels a retreat like this, if conducted in late November or early December could be helpful
in that it would give additional direction to the staff as they start work on their
departmental needs for the early February Budget Retreat. Also, with the many difficult
decisions facing the Town, the Manager feels he could do a better job of prioritizing and
directing staff resources if he was more familiar with the Board's top priorities from an
operational, financial, and conceptual aspect. There are an infinite amount of ways in
which the Board could pursue this concept. The staff will be happy to support any
approach in which the Board is most comfortable and feels would be most beneficial.
The Board may wish to discuss this idea.
By consensus, the Board appointed Commissioner Lowen, Commissioner Sheridan, and Town
Manager Peterson as a Committee to make plans for the Board next goal-setting retreat.

Operations
After discussion of this issue, and by consensus, the Board approved the formation of a Citizens'
Advisory Board for Water/Sewer Fund Operations and directed the Town Manager to pursue
with Citizens' Advisory Board development.
10.C. Consider a Motion Accepting the Water & Sewer Utilities at Churton Grove
Subdivision (If accepted, this will initiate the one-year warranty period for the
Phase I utilities, before the Town assumes official ownership)
Upon a motion by Commissioner Sheridan, seconded by Commissioner Lowen, the Board
moved to accept the Water & Sewer Utilities at Churton Grove Subdivision by a vote of 5-0.
The motion was declared passed.

Upon a motion by Commissioner Sheridan, seconded by Commissioner Lloyd, the Board moved
to approve the placement of a mausoleum on a cemetery plot in the old section of the Cemetery
by a vote of 5-0. The motion was declared passed.
