Discuss the Possibility of the board Conducting a Goal-Setting Retreat for Broader-Based Issues - Several of the Board Members have mentioned an interest in having a retreat where major goals are deliberated and set (as opposed to the more specific nature of the current retreat format). It has been suggested that attendance would be limited (e.g., Board, Manager, and maybe key staff) to help the focus and it could be conducted outside of Hillsborough so as to limit distractions. The Manager feels a retreat like this, if conducted in late November or early December could be helpful in that it would give additional direction to the staff as they start work on their departmental needs for the early February Budget Retreat. Also, with the many difficult decisions facing the Town, the Manager feels he could do a better job of prioritizing and directing staff resources if he was more familiar with the Board's top priorities from an operational, financial, and conceptual aspect. There are an infinite amount of ways in which the Board could pursue this concept. The staff will be happy to support any approach in which the Board is most comfortable and feels would be most beneficial. The Board may wish to discuss this idea. By consensus, the Board appointed Commissioner Lowen, Commissioner Sheridan, and Town Manager Peterson as a Committee to make plans for the Board next goal-setting retreat. 10.
