Reiman, Thursday, August 21, 2014, 6:00 P.M., Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon Individual Roll Call Vote the following were noted present: ROLL CALL Councilmember Vincent Bellino Jorge Diaz Randy Krum Susan Naples " Joseph W. Sitarz Noted Absent was Councilmember Dennis DiMascio and Municipal Clerk Kathleen M. Barney. Also noted present was Linda A. Rivera, Assistant Municipal Clerk and Robert J. Bergen, Law Director. The meeting was opened with a minute of silent prayer and the ate of Silent Prayer/ Pledge of Allegiance led by Mayor Daniel J. Reiman. Pledge of Allegiame The Assistant Clerk stated that on January 6, 2014, the 2014 SWEVEW CF Ni= Annual Notice was mailed to The Home News Tribune, The Star NMCE Ledger and posted on the Bulletin Board. Notice was published in The Home News Tribune on January 8, 2014 and The Star Ledger on January 9, 2014. 1 4 1 U 21 2014 G3+E\D C1C COMMENDATIONS: Gim Ortiz Gian Ortiz — Carteret Little League Mayor Reiman asked Gian Ortiz to come forward. He asked Gian what team he played for and what field he was on when he hit the first home run of the season. Gian said he played for the White Socks and hit the first home run on Veterans Field. Mayor Reiman said we have a tradition of always recognizing the first home run of the season and then presented Gian with a special plaque and a check for $100.00. Harm Famly Hernandez Family— Citizenry Mayor Reiman asked the Hernandez Family to come forward. He said we have recently made some improvements, as we do nearly every year, to some of the parks in town. He explained this particular park is Bishop Andrews Park also know as Chrome Park and improvements were made to the basketball courts there, which is one of the most utilized parts of that park. He explained that even with the our crew cleaning the park in the morning and the many garbage cans, some of youth in the community leave their garbage all over. He commended Kevin Hernandez and his family who took it upon themselves to spruce up the park and expressed his gratitude and appreciation and then presented them with a Mayoral Commendation on behalf of the Borough of Carteret, giving them special recognition in excellence in citizenry by organizing neighbors to maintain a local park. 2 AIIOST 21, 2014 ORDINANCES: Public Hearing The Assistant Clerk stated that Ordinance #14 -11 was introduced and adopted on First Reading at a meeting of the Borough Council of the Borough of Carteret held on May 1, 2014. It was duly published in The Star Ledger on August 12, 2014 with notice that it will be considered for final passage after Public Hearing to be held on August 21, 2014 at approximately 6:00 P.M. The Ordinance was posted on the Bulletin Board and copies were made available to the general public and according to law, she read the Ordinance by title. Mayor Reiman said this is for the Crossing Guard Contract. Upon MMS &C by Councilmembers Sitarz and Bellino and unanimous affirmative vote of the five (5) Councilmembers present the Mayor declared the Public Hearing to be opened. There were no comments or objections to the ordinance. There being no further comments or objections to the Ordinance the Mayor declared the Public Hearing to be closed upon MMS &C by Councilmembers Diaz and Bellino and unanimous affirmative vote of the five (5) Councilmembers present. Committees: 01+aTTffi BUILDNGS & GROUNDS: Committee Chairperson Naples reported that this department will be assisting the Parks Department and any other of the employees in setting up for the Kellie Pickier concert. FINANCE & ADMINISTRATION: Committee Chairperson Diaz reported Progress. FIRE& DOMESTIC PREPAREDNESS: Committee Chairperson Krum reported the expansion of Fire Headquarters is continuing. He said the new floor has been poured and some of the walls have been constructed. The HVAC work is almost complete and the electrical system is about 60% complete. He said the 2013 Fire Safety "Fire in New Jersey Report" has been issued outlining the department call volume and Carteret Fire Department is now the busiest department in Middlesex County. He congratulated our men and women in the fire department for doing a good job. Progress. PARKS & RECREATION & PUBLIC PROPERTY — Committee Chairperson Bellino reported the progress is ongoing and we are getting ready for the Ethnic Day festivities, Carnival as well as Car Show. We have already collected in excess of one thousand (1000) dollars of donations for the Children's Charity Trust Fund, Charity Fund in general and everything has been paid for with the exception of the car show. Progress. 11 AdJQlS1' 21, 2014 O1T9L= Cent: POLICE — Committee Chairperson Sitarz reported Progress but he said we could use some more police officers. Mayor Reiman said as soon as the department can do their interviews and due diligence he is prepared to hire ten (10) police officers . Councilmember Krum asked Mayor Reiman if he had any idea the amount of people that will be present on the night Kellie Pickier performs. Mayor Reiman said we have some rough estimates of approximately fifteen (15) to twenty (20) thousand if the weather is good. He explained we have been advertising and it is a free concert open to the public and there is the opportunity for sponsorship seats for preferred seating in the front or tent seats for those paying for it. He said so far the event is about $40,000.00 and the Business Partnership has raised about $37,500.00 towards covering it and by the time of the event he suspects the entire event will have been paid for. PUBLIC WORKS: In the absence of Committee Chairperson DiMascio the Mayor reported Progress in this department. BOARD OF EDUCATION: Committee Chairperson Naples reported the children will return to school on Friday, September 5` and the staff will come in several days prior and all should be ready to go. %yor- Crossing "rd MAYOR - Appo'nbrcnts Appointments — Crossing Guards. 12 AWEr 21, 2014 Mayor Reiman said he made the re- appointments for the Crossing hhyor-0rossirg G1191T1 Guards that afternoon for the season.
