NOW, THEREFORE, BE IT RESOLVED.by the Mayor and the Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. The proposal from Najarian Associates for environmental services with regard to potential contamination along inactive Conrail Rail - Line at a total cost not to exceed $10,300.00 is hereby approved. 2. This action is approved as an award of a professional services contract pursuant to N.J.S.A 40A:I I- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 3. No. P14 -132 Dear Mayor Reiman: T.O. Najarian Associates, Inc. ( "Najarian ") is pleased to submit this proposal for environmental services to screen for potential contamination on approximately 7,000 feet of Conrail Rail -Line situated between the former US Metals Facility and its intersection with Roosevelt Avenue to the east. It is our understanding the Line is inactive and is accessible from numerous road crossings along the span. The environmental screening will involve the collection of ten (10) samples of rail -bed material for laboratory analyses to determine whether contaminants at levels exceeding applicable New Jersey Department of Environmental Protection ( NJDEP) Standards are present. The samples will be collected from the surficial rail -bed material (beneath railroad ties /gravel) at intervals spaced along the span of the Line. The rail length included as part of this investigation is depicted on the attached figure, The samples will be collected using hand equipment in accordance with the NJDEP Field Sampling Procedures Manual and will be analyzed at an NJDEP- certified laboratory for Polynuclear Aromatic Hydrocarbons (PAHs), Polychlorinated Biphenyls (PCBs), and TAL Metals, as recommended by NJDEP technical guidance. The sampling activities, observations, and laboratory data will be presented in a letter report, along with recommendations for additional investigation, if warranted. The cost to complete the outlined services is $10,300. The cost does not include time and materials to obtain an access agreement, to attend railroad safety training, or to implement special insurance requirements, if mandated by Conrail. Our billing policy is to present costs for services rendered on a monthly basis. Such bills are due and payable within 30 days of the date of issuance. The work will be initiated upon the signing of this proposal and obtaining site access by client.
