RECIPIENT & PROGRAM PARTNER AGREEMENT

AMENDMENT ONE
This is the first amendment (this "Amendment"} to a certain Blight Elimination Program ("BEP") Recipient & Program Partner
Agreement (the "Agreement") entered into by and between INDIANA HOUSING AND CONMUNITY DEVELOPMENT
AUTHORITY ("IHCDA," ' the "Authority," or the "State"), a public body corporate and politic. of the State of Indiana and
City of Richmond ("Recipient' and Neighborhood Services Clearinghouse (NSC)
("Program Partner") effective as of. January 22, 2019 . Any terms not defined herein shall take the meaning as
defined in the Agreement, as amended.
In consideration of their mutual undertakings as set forth in the Agreement and as modified herein, the parties agree to the
following modifications effective as of December 1, 2019. .
1. Term of Agreement. The Term set forth in Section 7 of the Agreement is hereby extended for an additional fifteen
(15) months and shall remain in full force and effect through March 31, 2021 (the "Term"). However, Recipient has
only the Project Period to expend and file claims for the entire amount of the Award.
2. Project Period.. The "Project Period" as defined in Section 16 of the Agreement is modified as 'set forth herein. The
Project period for the Amendment shall commence on December 1, 2019 and end on November 2, 2020. Any portion
of.the Award remaining at the conclusion of the Project Period shall be forfeited by the Recipient and all that may have
claimed from the Recipient.
Recipient shall have completed all demolition activities and filed all claims through IHCDAOnline by the conclusion
of the Project Period. No new claims will be accepted for filling after the end of the Project.Period. Any fees incurred
for any BEP activity not included in a filed claim on or before the end of the Project Period shall be the obligation -of
the Recipient and its Program Partner(s) and not the responsibility of IHCDA.
If necessary IHCDA shall continue to process claims filed during the Project Period through the Term of . the
Amendment. Recipient agrees to disburse all Funds from its designated -BEP account no later than sixty (60) calendar .
days after recipient of its last ACH Transfer from IHCDA.
3. Notice to Parties. Notice shall be deemed to have been given under this Agreement whenever any notice, statement, or
other communication shall be delivered in person', or sent via overnight delivery service maintaining records of receipt
to the address below, unless otherwise requested in writing:

Non -Collusion and Acceptance of Recipient
The undersigned attests, subject to the penalties of perjury, that he/she is the Recipient or Program Partner, or that he/she is the
properly authorized representative, agent, member or officer of the Recipient or Program Partner, that he/she has not, nor has
any other member, employee, representative, agent or officer of the Recipient, directly or indirectly, to the best of his/her
knowledge, entered into or offered to enter into any combination, collusion or agreement to receive or pay, and that he/she has
not received or paid any sum of money or other consideration for the execution of this Agreement other than that which appears
upon the face hereof.
In Witness Whereof, The Recipient, Program Partner and IHCDA have, through their duly authorized representatives, entered
into this Agreement. The parties have read and understand the foregoing terms of this Agreement and do by their respective
signatures dated below hereby agree to the terms thereof.
