CLOSED SESSION MINUTES
IDLLSBOROUGH TOWN BOARD
October 9, 2000
7:30 PM, Town Barn
The Hillsborough Town Board held a Closed Session for the purpose of discussing
potential litigation on October 9th, 2000 in the Hillsborough Town Barn. Present for the
Closed Session were Mayor Horace H. Johnson, Sr., Commissioners Kenneth Chavious,
Frances Dancy, Evelyn Lloyd, Mark Sheridan, and Brian Lowen. Staff pn;isent were
Town Manager Eric Peterson, Town Clerk Donna Armbrister, and Town Attomey Robert
E. Hornik, Jr.
Mayor Horace H. Johnson, Sr. discussed with the Town Attorney and the Town Board
the use of the Town Hall facilities on the Ruffin RouhIac property. Mayor Johnson led a
discussion regarding a wedding <4 a town employee which had been allowed to take
place on the front lawn of the Town Hall. He noted restrictions in the property deed that
specify that the property can only be used for "municipal purposes" and that vie1lations of
these restrictions could result in the deed reverting to the previous property owner.
By consensus, the Board directed the Town Attorney to research the deed and all
restricted covenants and report back to them.
Upon a motion by Commissioner Dancy, seconded by Commissioner Lowen, tl::e Board
moved to return to Open Session by a vote of 5-0. The motion was declared pa:;sed.
