Pre Application Meeting: Prior to submitting an Application for Rezoning, the applicant shall meet with the Zoning Administrator to review the current zoning district, the proposed zoning district, adjacent zoning districts and land uses, applicable ordinance provisions, the application packet, and the procedure involved 2. The Common Council makes the final determination regarding an Application for Rezoning and any recommended commitments by ordinance. rE'XHPBIT�_PAGE b FJ (o Page 16 Heritage Land Company, LLC (Heritage) recently purchased approximately 275 acres between US27 and Union Pike, north of 170 in Wayne County. Milestone Contractors, L.P. (Milestone) has a lease on approximately 138 acres of this property directly on US27 with an option to buy. Milestone is requesting to rezone a portion of this property. (See attachment A -legal description.) It is the intent of Milestone to purchase this property from Heritage. This property will be used to combine all of Milestone's business entities into one campus, which includes a future office building, future bituminous lab office, equipment and material storage and mechanic garage as well as a state of the art bituminous plant. This allows for future growth for one of Indiana's top highway construction companies. Having direct access to 170 and US27 allows us to reach our outer markets more efficiently. We expect this location to allow us to reach 40% more area than our existing location. (See attachment B - coverage map.) With this increased area we can preserve existing jobs and would expect to add an additional paving crew which would add 10 new jobs that pay between $25 and $37 per hour plus benefits. Milestone typically employs 100-125.employees, paid in this same pay range or higher managed out of our Richmond office and living in Wayne and surrounding counties during the construction season. The property has been used -as the offices, garages and material storage yard for Mike Delucio and Sons Excavating for many decades. The property had accumulated a lot of abandoned materials, equipment, tires etc. over this time period. As part of the purchase agreement, the Delucios' were to at least partially clean up the property and Milestone continues this process in our off seasons currently. This property was also used as a fill site for construction materials by many local contractors which Milestone has stopped and is no longer allowing any waste materials to be brought in by others. The purchase of this property will also allow Milestone to move our equipment yard from directly off Chester Blvd. to an area on the property that will not be as visible to the public. We plan to demolish several of the older buildings, as well as adding landscaping and grass mounds very soon to further enhance the visual appearance of the property. (See attachment C -- progress to date.) The property is currently zoned Agriculture on the west end and general commercial on the east end. We are requesting to rezone the general commercial (GC) portion of the property to High -Intensity Industrial (12). The production facility will be on the far west side of this portion of the property and will be approximately 700 feet off the centerline of US27 and will be mostly hidden behind newly planted trees and landscaping mounds per the City of Richmond's North Corridor overlay requirements. This move of our production facility from its current location on SR121 will benefit Milestone as well as our customers, internal and external, in the following ways: • Facility will be more centrally located reducing hauling costs for most customers including local municipalities. • Will take some truck traffic out of the City of Richmond since there will now be direct access to 170 and US27. • Allows us to use clean burning and no odor natural gas. ■ Much more visually pleasing than existing conditions. JEXHIBIT PAGE �OFJ _LP This will be a state of the art facility with the newest technologies available, however they weren't always this advanced. The earliest HMA production units consisted of shallow iron trays heated over open coal fires. The operator dried the aggregate on the tray, poured hot asphalt on top, and stirred the mixture by hand. The first asphalt facility to contain virtually all the basic components of those of today was built in 1901. The first drum mixers and drum dryer --mixers came into use around 1910. Technology took another step forward in the 1920s with the improvement of cold feed systems for portable and semi -portable systems. Vibrating screens and pressure injection systems were added in the 1930s. Asphalt plant technologies have continued to evolve and today we have access to the top technologies available. These technologies that set the platform for safe production of high -quality mixture while reducing noise, odor and energy include: • VFD (Variable Frequency Drives) -Energy Efficiency Technology • LNG (Liquid Natural Gas) -Energy Efficiency Technology Lower Decibel Technology • warm Mix Technology • Minds Charcoal Filter Technology - Noise Suppression - Odor Suppression - Operating System (See attachment D.) - Odor suppression The Milestone facilities are also regulated by several programs administered by either the Indiana Department of Environmental Management (IDEM) or the United States Environmental Protection Agency (EPA). IDEM has authorization -and issues the air, permits and storm water permits. IDEM also manages the Community Right -to -Know program and works with the Wayne County Local Emergency Planning Commission. Sampling and testing of storm water and air emissions are required at periodic intervals with analytical results submitted to the agency. The EPA regulates the storage of petroleum products (including the diesel fuel and liquid asphalt cement tanks). These new facilities are non- polluting. We feel this property is a great fit for our facility since the property has been used for heavy construction activity for many decades. This is also not a high production facility in a large metropolitan area so the truck traffic into and out of the plant will not be a significant increase. Also, since we have eliminated contractors being allowed to waste construction debris on this property, that has reduced the traffic in the area over what has been used for many years. The facility is usually only operational from mid -April to the end of November. There is also appropriate zoning in all adjacent properties with no residentially zoned property. As we realize this area may be considered the "gateway" into the city of Richmond from the north, we would do everything required to make sure this is a visually pleasing property. Milestone is a company that is known statewide for its integrity, safety and good corporate citizenship as well as operating and maintaining their locations in an environmentally friendly manner. The intersection of US27 and 170 is located on the north side of the city's more industrial area according the Comprehensive Plan of the City of Richmond, and as such the property values of adjacent property should not be adversely affected.
