RESOLUTION 4 -2012
A RESOLUTION RECOGNIZING BING WELCH FOR YEARS OF SERVICE TO THE
CITY OF RICHMOND BOARD OF PARKS AND RECREATION
WHEREAS, Mr. Bing Welch had previously served as a Common Council liaison to the City
of Richmond Board of Parks and Recreation; and
WHEREAS, Unfortunately on Friday, January 27, 2012, Mr. Bing Welch passed away from a
stroke - related illness; and
WHEREAS, Mr. Bing Welch, who had only recently in 2009 stepped down as the Park Board
liaison, was a passionate supporter of the Richmond Parks Department, and will
be sadly missed by the members of the Park Board and the Park and City staff
who worked closely with him during his time on the Board; and
WHEREAS, It is in the best interest of the City of Richmond Parks Department to formally
acknowledge in memory of Mr. Bing Welch the time he committed to the City of
Richmond Parks Department and Park Board during his life.
NOW, THEREFORE, BE IT RESOLVED that the City of Richmond, Indiana, Board of
Parks and Recreation gratefully acknowledges the years of service and leadership provided by
Bing Welch to the Richmond community through his endeavors to serve the public by serving as
a City Council liaison on the Richmond Park Board. The City of Richmond Parks Board further
expresses the sadness felt by all at the loss of Mr. Bing Welch.
