I have also reviewed the definition of common excavation as per section 203.02 in the Standard Specification, which states, 'common excavation shall consist of all excavation not included as rock excavation or excavation which is otherwise classified and paid for, including asphalt type pavement'. I regard the phrase 'otherwise classified and paid for' as excluding the topsoil from consideration as common excavation since the USP documents in the CIB stated the cost of excavation was to have been included in the cost.of all three topsoil types. I support Milestone's proposal to deduct the agreed quantity amount of all three topsoil types from the quantity of common excavation as had been previously submitted. Call or write with questions. Milestone would be in agreement with deducting the agreed quantity amount of Stormwater, structural, and amended topsoil from the quantity of common that Milestone previously justified. 203.02 in standard and specification may help to clarify or we might have to have Mr Prather interpret this for us.
