FEBRUARY 20, 2020
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, February 20, 2020, in the Council Chambers at the Municipal Building, 50 North 5th
Street, Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Emily Palmer and Matt Evans.
Also in attendance were Kim Vessels,Assistant City Attorney; Monica Burns,Deputy City Clerk;
Fire Chief Jerry Purcell; John Lackey, Code Enforcement; Major Mike Britt; and, Media.
APPROVAL OF MINUTES
Ms.Palmer moved to approve the minutes of February 13, 2020, supported by Mr. Evans. Upon a
vote viva voce, the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Claims for Payment for February 21, 2020 in the amount of One
Hundred Nine Thousand Five Hundred Twenty Seven Dollars and forty seven cents($109,527.47),
supported by Ms. Palmer. Upon a vote viva voce, the motion carried.

CONTRACTS
• CONTRACT NO. 21-2020 —HELP THE ANIMALS,INC

They will provide food,housing,and care for animals impounded by the Richmond Animal
Control Officer, or any Richmond Police Officer. This is for the calendar year of 2020. The
City will be invoiced quarterly installments of $9,500.00 in an amount not to exceed
$38,000.00 for up to 390 animals for the calendar year. Any animal over that amount will
be at a rate of$97.00 per animal.
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 23-2020—ROONEY & CO. LLC
They will provide professional cost report preparation services in connection with 2019
Medicaid Freestanding Governmental Ambulance Provider Cost Report for the Richmond
Fire Department.
Not to exceed $4,000.00
Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the
motion carried.
• CONTRACT NO. 24-2020 —MIKESELL EXCAVATING
To perform services in connection with the demolition of 130 South 11th Street to include
the removal of debris, and restoration of the site.
Not to exceed. $13,800.00
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion
carried.
CHANGE ORDERS -None
ADDENDUMS
• ADDENDUM NO. 1 TO CONTRACT NO. 21-2019—MAZE DESIGN, INC
They provide professional services to implement and coordinate plan distribution of the
remodeling of Fire Station No. 3 for the Richmond Fire Department.
Not to exceed $1,118.12
Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion
carried.
• ADDENDUM NO. 1 TO CONTRACT NO. 38-2019—PRO AIR MIDWEST LLC
They provide services in connection with the air compressor maintenance and air quality
samples on Mako, Bauer and Eagle Equipment for the Richmond Fire Department.
Not to exceed $3,920.00

• PUBLIC HEARING RE RESOLUTION NO. 1-2020 — A RESOLUTION
ESTABLISHING ADMINISTRATIVE PROCESSING EXPENSES FOR ENFORCING
COMPLIANCE WITH UNSAFE BUILDING AND UNSAFE PREMISES ORDERS
AND ESTABLISHING SCHEDULE OF MAXIMUM AMOUNT OF PERFORMANCE
BONDS APPLICABLE TO UNSAFE BUILDING AND UNSAFE PREMISES ORDERS
ISSUED BY UNSAFE BUILDING COMMISSION
A resolution establishing administrative processing expenses for enforcing compliance
with Unsafe Building and Unsafe Premises orders issued by the Unsafe Building
Commission
A. Proof of Publication
Ms. Palmer moved to accept Proof of Publication, supported by Mr. Evans. Upon a
vote viva voce, the motion carried.
B. Public Hearing
President Robinson opened the floor for Public Hearing. There was no one in favor
or opposed. President Robinson then closed the Public Hearing.
C. Resolution No. 1-2020
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the
motion carried.
ADJOURNMENT
After a motion was duly made, the meeting was adjourned.
