The Common Council of the .City of Richmond, Indiana met in a Regular Meeting,
February 18,2020 in the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY PASTOR JOSEPH SAGER
Vice President Parker called the meeting to order and the following business was
conducted
ROLL CALL
Present were Councilors Doug Goss, Kelley Cruse-Nicholson, Bill Engle, Jeff Cappa,
Jeffrey Locke, Gary Turner,Jane Bumbalough, and Larry Parker. Absent was Ron Oler.
Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City
Clerk; Emily Palmer, Controller; Beth Fields, Director of Information and Technology;
Kate Kotan, Community Development; Suzanne Bias, Mayor's Office Coordinator; Matt
Evans, City Planner; Pat Welch; Sue Roberson; Tracy Bosell, Street Department; Fire
Chief Jerry Purcell; Jim Bumbalough; Gordon Moore; George Sower; Randy Baker and
Tony Foster, Richmond Power and Light; Denise Retz, Superintendent of Parks and-
Recreation; Caleb Smith, Park Department; Scott Hester and Bob Beyke, Milestone;
Leighann Hahn, Environmental Sustainability Commission; Pastor Joseph Sager, Central
United Methodist Church; Sergeant at Arms; and, Media.
APPROVAL OF MINUTES
Councilor Locke moved to approve the minutes of the regular meeting held February 3,
2020, supported by Councilor Engle. Upon a vote viva voce,the motion carried.

COMMUNICATION FROM THE MAYOR
• Review of Community events
• There are free tax services at Morrison Reeves Library
• This is a census year. It is important that everyone participate

• The Park Department is creating a Master Plan. There will be a Public workshop
on March 11, 5:30-7:00 pm, Lingle Hall at Reid Health.
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the January 30 and February 6,2020 meetings were accepted as presented.
REPORTS FROM DEPARTMENT HEADS,STANDING COMMITTEES,
SPECIAL COMMITTEES and/or ORGANIZATIONS
• STREET DEPARTMENT—Tracy Bosell reviewed the responsibilities and
projects of the Street Department.

ORDINANCES ON FIRST READING
Councilor Locke moved to suspend the rules and read Ordinance No. 12-2020 on first
reading by title only;supported by Councilor Bumbalough. Upon a vote viva voce, the
motion carried.
ORDINANCE NO. 12-2020—A SPECIAL ORDINANCE AUTHORIZING THE CITY
OF RICHMOND TO RECEIVE DONATIONS FOR RICHMOND FIRE
DEPARTMENT PROGRAMS
The Clerk read Ordinance No. 12-2020 on first reading by title only.
Ordinance No. 12-2020 was referred to the Finance Committee for due diligence.
ORDINANCES ON SECOND READING
ORDINANCE NO. 49-2019—A SPECIAL ORDINANCE AMENDING THE ZONING
MAP FOR A CERTAIN PARCEL FROM MIXED ZONING GENERAL
COMMERCIAL AND AGRICULTURAL DISTRICT TO HIGH INTENSITY
INDUSTRIAL DISTRICT(3408 Chester Boulevard-Milestone)

Vice President.Parker declared Ordinance No. 49-2019 on public hearing. Speaking to
the Ordinance were Messrs. Sowers, Beyke and Ms. Roberson. Speaking against were

Councilor Goss moved for engrossment, supported by Councilor Cruse-Nicholson. Upon
a vote viva voce,the motion carried.
Councilor Goss moved to suspend the rules and advance Ordinance No. 49-2019 to third
and final reading and read by title only, supported by Councilor Cruse-Nicholson. Upon
a vote viva voce,the motion carried.
Ordinance No. 49-2019 failed with a 0-8 roll call vote.
ORDINANCE NO. 6-2020—AN APPROPRIATION ORDINANCE AMENDING
ORDINANCE NO. 41-2009 KNOWN AS THE 2020 SALARY ORDINANCE(Clerk)
The Clerk read Ordinance No. 6-2020 on second reading by title only.
The Finance Committee recommended approval.
Vice President Parker declared Ordinance No. 6-2019 on public hearing. There being no
comments for or against, Councilor Goss moved for engrossment, supported by
Councilor Engle. Upon a vote viva voce,the motion carried.
Councilor Goss moved to suspend the rules and advance Ordinance No. 6-2019 to third
and final reading and read by title only, supported by Councilor Turner. Upon a vote
viva voce,the motion carried.
Ordinance No. 6-2019 was approved with a 7-0 roll call vote. Absent were Councilors
Cruse-Nicholson and Oler.
ORDINANCE NO. 7-2020—AN APPROPRIATION ORDINANCE AUTHORIZING
THE SUBMITTAL,ACCEPTANCE AND APPROPRIATION OF A GRANT FROM
EMPLOYMENT AID READINESS NETWORK INDIANA(Park)
The Clerk read Ordinance No. 7-2020 on second reading by title only.
The Finance Committee recommended approval.
Vice President Parker declared Ordinance No. 7-2019 on public hearing. There being no
comments for or against, Councilor Goss moved for engrossment, supported by
Councilor Engle. Upon a vote viva voce,the motion carried.

THE CITY OF RICHMOND TO RECEIVE DONATIONS (Park)

ORDINANCE NO. 10-2020—AN ORDINANCE ESTABLISHING THE
CUMULATIVE CAPITAL DEVELOPMENT FUND UNDER INDIANA CODE 36-9-
15.5 (Finance)
The Clerk read Ordinance No. 10-2020 on second reading by title only.
The Finance Committee recommended approval.
Vice President Parker declared Ordinance No. 10-2019 on public hearing. Speaking in
favor was Sue Roberson. There were no comments against. Councilor Goss moved for
engrossment, supported by Councilor Engle. Upon a vote viva voce,the motion carried.
Councilor Goss moved to suspend the rules and advance Ordinance No. 10-2019 to third
and fmal reading and read by title only, supported by Councilor Locke. Upon a vote viva
voce,the motion carried.
Ordinance No. 10-2019 was approved with a 7-0 roll call vote. Absent were Councilors
Cruse-Nicholson and Oler.
ORDINANCE NO. 11-2020—AN ORDINANCE ADOPTING A NEW SCHEDULE
OF RATES AND CHARGES FOR SERVICE RENDERED BY RICHMOND POWER
&LIGHT COMPANY
The Clerk read Ordinance No. 11-2020 on second reading by title only.
Vice President Parker declared Ordinance No. 11-2019 on public hearing. There being no
comments for or. against, Councilor Goss moved for engrossment, supported by
Councilor Engle. Upon a vote viva voce,the motion carried.
Councilor Goss moved to suspend the rules and advance Ordinance No. 11-2019 to third
and final reading and read by title only, supported by Councilor Cappa. Upon a vote viva
voce,the motion carried.
Ordinance No. 11-2019 was approved with a 7-0 roll call vote. Absent were Councilors
