L1998 A RESOLUTION OF THE BOARD OF PUBLIC WORKS AND SAFETY SETTING FORTH A POLICY REGARDING TRAFFIC CONTROL AT INTERSECTIONS WITHIN THE CORPORATE BOUNDARIES WHEREAS, the Board of Public Works and Safety recognizes that special circumstances may exist at certain intersections within the community that merit additional consideration when determining the necessity for a traffic control device; and WHEREAS, it is the desire of the Board of Public Works and Safety to establish a policy defining these special circumstances which may be considered by the Board when requested to deviate from any applicable federal advisory standards (promulgated in the Manual on Uniform Traffic Control published by the U.S. Department of Transportation Federal Highway Administration) relating to the placement of traffic control devices. NOW, THEREFORE, be it resolved by the Board of Public Works and Safety of the City of Richmond, Indiana that: 1. The Board will request that the Traffic Division of the Richmond Police Department conduct a traffic study of a given intersection when a petition is presented by fifty -one percent (51 %) of the property owners in all directions from the intersection for one entire block. 2. In order for said Board to consider deviating from the above - referenced federal advisory standards, the petition must discuss any circumstances that make this situation unique or different from other intersections. 3. Examples of such circumstances might include intersections adjacent to schools or playgrounds, a permanent view obstruction, difficult terrain or topography, or other occurrences that might limit sight distance or create a safety hazard. 4. Federal advisory standards will not be deviated from in such a way as to make an intersection less safe. THIS RESOLUTION IS ADOPTED this & day of 4, . , ,eL, 4 , 1998.
