To see if the Town will elect a Town direc- tor for the Cape Cod Extension Service, as provided in the Mass. General Laws, Chapter 128. Article 6. To see if the Town will vote to raise and appropriate a sum not to exceed Five Hundred Dollars ($500.00) to be paid to the Cape Cod Hospital for the establishment of a free bed in the Hospital for care and treatment of persons certified by the Selectmen to be residents of the Town and unable to pay for such care and treatment, in accordance with Section 74 of Chapter 111 of the General Laws, or take any action in relation thereto and act fully thereon. Article 7. To see if the Town will vote to authorize the Selectmen to sell, after first giving notice of time and place of sale by posting such notice of sale in some convenient and public place in the town fourteen (14) days at least before the sale, or at private sale, property taken by the Town under tax title procedure provided that the Selectmen or whomsoever they may authorize to hold such sale may reject any bid which they deem inade- quate, or take any action relative thereto. Article 8. To see if the Town will vote to transfer from the Overlay Reserve Account to the Reserve Fund the sum of Two Thousand Five Hundred Dollars ($2,500.00). Article 9. To see if the Town will accept the legacy of One Thousand Dollars ($1,000.00) given under the eighth item of the will of Aaron A. Snow, late of Orleans, the same to be held in trust and the income therefrom derived to be applied, under the direction of the Trustees of the Snow Library in said Orleans, for the purchase of books for, or for any other and proper expenses of, the said Snow Library. Article 10. To see if the Town will vote to.raise and appropriate, or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 90 Highway Construction, or take any action relative thereto. Article 11. Shall the Town, voting under the pro- visions of Chapter 403 of the Acts of 1936, extend the terms workmen, laborers, and meQhanies as used in sec- tion 69 of Chapter 152, G. L. To see if the Town will vote to authorize the Board of Selectmen to appoint an inhabitant of the Town to be a Constable, whom said Board may designate for the detection and prosecution of any violations of the Laws of the Commonwealth relative to shellfisheries, in accordance with the provisions of General Laws, Chapter 130, Section 98, as amended by Chapter 598 of the Acts of 1941; and to raise and appropriate a sum not exceeding Seventeen Hundred Dollars ($1700.00) to pay the salary and expenses of said Constable, and to do and to act any and all things thereto pertaining. (by request) Article 34. To see what action, if any, the Town will take relative to changing the parking angle on Main Street from forty -five (45) degrees to thirty (30) degrees. (by request) Article 35. To see if the Town will vote to have Cove Road a one -way street from Route.6 to Route 28; and to eliminate parking from within fifty (50) feet of Route 28 on both sides of Cove Road. (by request) Article 36. To see if the Town will vote to establish a speed limit in the Town of Orleans at twenty -five (25) miles per hour. (by request) Article 37. To see what action,,if any, the Town will take relative to future elimination of parking on Post Office side of Main Street, from Depot Square to four - corners. (by request) Article 38. Pratt Membership of Orleans schools has again shown some increase above that of a year ago. The first six grades enrolled twelve more -and the junior- senior high school five more than the October first figures of 1945. It is evident that elementary grades can no longer be com- bined with more than one grade per teacher if pupils are to receive adequate attention. Location of the sixth grade at the high school has been continued this year and another teacher has been engaged for the elementary building. There are now five teachers for the first five grades. One room and the basement serve two grades who spend part time in each place. This is better practice than to crowd two grades in one room. Space which will be provided by the proposed addition to the elementary building will solve the present housing problem. The high school shop has been closed since September but is expected to be in operation again early in the year 1947. This department has been under great disadvantage during the war years due to the critical need of qualified instructors for military service. Instruction in home eco- nomics and management of the lunchroom is now in charge of Mrs. Eleanor MacGregor. It is through her gracious co- operation that the school is supplied with a good instructor and an able manager at a time when applicants for the position were almost non - existent. I am convinced that the practical arts courses: Shop, household arts, general science, general mathematics, an understanding of business practices fundamental ability to read and write the English language and a general knowledge of the history of our country and its institu- tions comprise an educational minimum for any young Person. These fundamentals are incorporated in the gen- eral course at Orleans High School. When we consider that a small percent of our graduates enter college, it can be understood how essential it is to do all we can to make the general course as strong s possible. This is not to be understood to minimize the importance of the college preparatory work in the least. Leonardi Opening day this fall found the enrollment of the Orleans High School to be 177 pupils. The slight increase over last year was to be expected. Some new families have come to our community and a few of the families that went to industrial areas to help in war work, have returned. Since the opening day we have had veterans of the last war enter our school. Two are taking refresher courses and the other four are working for their high school diploma. - Curriculum There has been no need and therefore no change in our Courses of Study the past year. We. have been ever mindful of the needs of all of our students, with the result that the standard for our college and non - college students has been kept at a high level. All of our athletic teams t performed well during the past year. Both boys, and girls' basketball teams uad a successful year while the baseball team repeated the performances of the last two years by defeating all teams. This team under the direction of Mr. David Bremner was declared Cape Cod Champion. Athletic supplies were not only difficult to purchase but the quality of the supplies generally inferior. This does mean, though, that on rainy and wintry days, the children have not even this place to go for exercises and recreation, but must be confined to the classrooms. For this and many other reasons the Elementary School desperately feels the need of more room. The health of the children and teachers has been excep- tionally good this fall. Absences have been very few. The children have been able to enjoy the sunshine and fresh air on the playground most of the fall. During the recent physical examinations both our school nurse and doctor have found several back curva- tures among the children in addition to other physical defects. They have suggested certain athletic equipment to correct these defects and aid these difficulties while the children engage in free play and fun. Among these suggestions are graduated bars and swings for different ages and sizes, see -saws slides, and the like, which would help to strengthen the children's bodies and muscles while giving wholesome recreation and play at the same time. The Elementary School has nothing of athletic equip- ment except one basketball backboard. It badly needs such things as were named above. Also this is the modern Progressive method of playground work which almost all schools in this and other states in rural and city alike, are adopting. Besides, children need such things to offset continual "teacher- directed" play in order to develop initiative, leadership and co- operation. The weekly visits of the vocal and instrumental music teachers are continually enjoyed this year, but the school is cramped for room to give full vent to these activities because of the use of the lunch room for lunch and classes and lack of any other room or space. The need of an Art teacher is also keenly felt. Children in Grade V continue to operate in assisting in the lunch room activities helping Grades I -II, scrap- ing dishes, washing tables, etc. This work, together with the continuation of the traffic - officer system which helps the teachers both on the playground and in the school room to maintain discipline and assist in other ways, is felt to be invaluable in developing the qualities of good inter s i fact co-operation and helpfulness. The same procedure that Mrs. Nassi and I have used and improved through all these years with the assistance and co- operation of Principal Leonardi, has been responsible for the present success. Tileston Popularity and continued growth of interest in vocal music has proceeded by leaps and bounds judging from the response and enrollment at the forming of the Orleans High School Chorus. Practically every boy and girl in the 9th, 10th, 11th and 12th grades is a member of this chorus and enters into the singing and rehearsals with a vim and vigor that bespeaks great satisfaction to all in results achieved. Mr. Leonardi and members of the faculty are unanimous in their praise that it is the finest chorus there in many, many years. The spirit is fine, the enthusiasm high and the reaction and results are "tops" I only wish more time could be allotted in the pre. paration for concerts, operettas, etc., Vocal music but under the present set -up that is impossible. in the grades, too, has proved unusually satisfying. Music should be and is one of the most enjoy- able parts of the child's school day and I have tried to convey to all the boys and girls an added love for it by giving them songs that will appeal and bring out the many qualities of the individual.
