RESOLUTION NO. 7 -2008
A RESOLUTION REVOKING THE CITY OF RICHMOND
BASKETBALL GOAL PLACEMENT POLICY
WHEREAS, on July 25, 1991, the City of Richmond Board of Public Works and Safety
adopted a Policy allowing the placement of basketball goals within "cul -de-
sacs" at the end of dead -end streets;
WHEREAS, this Policy gives children and parents the false sense of security that children
will not be struck by cars and does not take into consideration the increased
amount of traffic that has developed within the City of Richmond's
residential areas since July 25, 1991;
WHEREAS the length of time in which this Policy was last reviewed has been found to be
excessive in that the Policy has not been reviewed in over 15 years and the
City of Richmond, for liability reasons, no longer installs "Children Playing"
signs;
WHEREAS, the Board of Public Works and Safety has re- evaluated its position and has
taken into consideration any liability which may fall on the City due to the
out -dated Policy and, after having reviewed the Policy, determines that in
order to cease providing to users of said basketball goals any false sense of
safety, and to protect the City of Richmond, the Policy should be revoked and
retracted.
NOW THEREFORE, BE IT RESOLVED by the Board of Public Works and Safety of the
City of Richmond, Indiana, that said Board hereby rescinds, retracts, and revokes the
Basketball Goal Placement Policy of the City of Richmond, Indiana, as previously adopted
on July 25, 1991. Effective immediately, the Board of Public Works and Safety no longer
permits the installation or use of said basketball goals within "cul -de- sacs" at the end of
dead -end streets in the City of Richmond.
