HomeMy Public PortalAbout013-2010 - Purchase of real estate - NSP area Vaile neighborhood - all county properties.docBOARD OF PUBLIC WORKS & SAFETY CITY OF RICHMOND, INDIANA RESOLUTION NO. 13-2010 A RESOLUTION TO PURCHASE REAL ESTATE LOCATED IN NSP AREA (VAILE NEIGHBORHOOD) RICHMOND, INDIANA WHEREAS, the City of Richmond is the recipient of a Three Million Dollar ($3,000,000) Neighborhood Stabilization Grant from the Indiana Housing and Community Development Authority; and WHEREAS, the City of Richmond wishes to acquire certain properties located in the geographic area known as the Neighborhood Stabilization Program (NSP) area, and more commonly known as the Vaile neighborhood, to proceed with the rehabilitation of existing structures and new builds on vacant lots pursuant to NSP grant guidelines; and WHEREAS, the City of Richmond, by and through its Board of Public Works and Safety, entered into a Memorandum of Intent to Purchase Property (Contract No. 77-2010) with the Wayne County Commissioners on May 20, 2010, allowing the City to purchase certain properties located in the NSP area after the expiration of the June 30, 2010, redemption period; and WHEREAS, the Department of Metropolitan Development has verified that County has obtained title to certain properties and conducted title searches, and the County is now in a position to transfer the properties to the City in exchange for the fees the County has incurred as set forth in the Memorandum of Intent to Purchase (Contract No. 77-2010); and WHEREAS, after careful consideration, it is the desire of the City of Richmond to proceed with the purchase of certain properties previously identified in the Memorandum of Intent to Purchase; and WHEREAS, Indiana Code 36-9-6-4 permits and funding is currently available for the Board of Public Works & Safety to make the purchase of the stated properties. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF PUBLIC WORKS AND SAFETY, that the City of Richmond will purchase the properties located at the addresses set forth below from the Wayne County Commissioners; and NOW, THEREFORE, BE IT ALSO RESOLVED that Tony Foster, Director of the Department of Metropolitan Development or Sharon Palmer, as the City’s Community Development Specialist, shall be authorized to execute any and all documents associated with such purchases.
