HomeMy Public PortalAbout018-2010 - CAECI - cleaning blight.docBOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA RESOLUTION NO. 18-2010 A RESOLUTION TO UTILIZE FEDERAL GRANT APPLICATION FUNDS FOR A PROJECT TO REDUCE URBAN BLIGHT WITHIN THE CITY OF RICHMOND WHEREAS, Community Action of East Central Indiana (CAECI) has federal grant funding available to be used for urban blight; WHEREAS, The City of Richmond Department of Metropolitan Development has submitted a grant application to CAECI in the amount of Fifty-five Thousand Dollars ($55,000.00) to obtain funds (“the project”) that will be used to reduce urban blight within the City of Richmond, specifically the cleaning of alleys and public areas; and WHEREAS, The project will operate from November 8, 2010 through December 31, 2010 to clean up alleys and public areas of the City of Richmond, and; WHEREAS, The project will create new jobs or retain existing jobs, and the project will use City equipment and supplies and will clean any street or alley that is in the blighted area; and WHEREAS, The City of Richmond Department of Human Resources will report to Community Action of East Central Indiana of completed projects at the end of the projects; and WHEREAS, The City has hired three teams to work 40 hours per week, with said team leaders to report to William Harris, Director of Human Resources and Interim Superintendent at Richmond Sanitary District; and WHEREAS, The Mayor, Sarah L. Hutton and William Harris will determine the initial areas to provide the cleaning up; and WHEREAS, The work that has been done has significantly cleaned up the alleys and vacant lots in Richmond, Indiana. NOW, THEREFORE, be it resolved by the Board of Public Works and Safety for the City of Richmond, Indiana, that the City be, and hereby is, authorized to submit an application for a grant from Community Action of East Central Indiana up to $55,000.00, with said funds to be appropriated for the cleaning of urban blight within the City of Richmond, with no funds being required from the City of Richmond for said grant. BE IT FURTHER RESOLVED, that the City of Richmond and the Community Action of East Central Indiana shall enter into a Memorandum of Understanding concerning this project to reduce urban blight with Board President Vicki Robinson, or her designee, and Mayor Sarah L. Hutton authorized to sign said Memorandum of Understanding on behalf of the City of Richmond, Indiana. THIS RESOLUTION IS ADOPTED THIS ____ day of December, 2010.
