CITY OF RICHMOND, INDIANA
RESOLUTION NO. 11 -2012
A RESOLUTION TO PURCHASE REAL ESTATE LOCATED IN NSP -3 AREA (VAILE
NEIGHBORHOOD) RICHMOND, INDIANA
WHEREAS, the City of Richmond is the recipient of a Two Million Dollar ($2,000,000)
Neighborhood Stabilization Grant (NSP -3) from the Indiana Housing and
Community Development Authority; and
WHEREAS, the City of Richmond wishes to acquire certain properties located in the
geographic area known as the Neighborhood Stabilization Program (NSP) area,
and more commonly known as the Vaile neighborhood, to proceed with the
rehabilitation of existing structures and new builds on vacant lots pursuant to NSP
grant guidelines; and
WHEREAS, the Wayne County Commissioners own a property located within the NSP area at
324 South 11 Street in the NSP area, which parcel has previously been offered
for tax sale due to the accrued real estate tax delinquencies and the expiration of
the March 30, 2012, redemption period for said property has occurred; and
WHEREAS, said has been set aside by the County in the event the City would wish to acquire
the property for the NSP -3 project; and
WHEREAS, the Department of Metropolitan Development has verified that County has
obtained title to the property and conducted a title search, and the County is now
in a position to transfer the property to the City in exchange for the fees the
County has incurred; and
WHEREAS, after careful consideration, it is the desire of the City of Richmond to proceed
with the purchase of the property in accordance with Indiana Code (IC) 36-1-11 -
1(b)(20) and with IC 36- 1 -11 -8; and
WHEREAS, Indiana Code 36 -9 -6 -4 permits and funding is currently available for the Board of
Public Works & Safety to make the purchase of the stated property.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF PUBLIC WORKS AND
SAFETY, that the City of Richmond will purchase the property located at the address set forth
below from the Wayne County Commissioners.
NOW, THEREFORE, BE IT ALSO RESOLVED that Tony Foster, Director of the Department
of Metropolitan Development or Sharon Palmer, as the City's Community Development
Specialist, shall be authorized to execute any and all documents associated with such purchase.
