CITY OF RICHMOND, INDIANA
RESOLUTION NO. 12 -2015
A RESOLUTION TO PURCHASE REAL ESTATE FOR CITY OF RICHMOND, INDIANA
BLIGHT ELIMINATION PROGRAM
WHEREAS, The City of Richmond is the recipient of a One Million Nine Hundred Thirty -one
Thousand Dollars ($1,931,000.00) Blight Elimination Program ( "BEP ") Grant from
the Indiana Housing and Community Development Authority; and
WHEREAS, The City of Richmond wishes to acquire certain properties located in Richmond,
Indiana, pursuant to BEP guidelines; and
WHEREAS, The Wayne County Commissioners own certain properties located in Richmond,
Indiana and said parcels have previously been offered for tax sale due to the accrued
real estate tax delinquencies and the expiration of the redemption period for said
properties has occurred; and
WHEREAS, Said properties have been set aside by the County in the event the City would wish to
acquire the properties for the BEP project, and the Department of Metropolitan
Development has verified that the County has obtained title to the properties,
conducted title searches, and the County is in a position to transfer the properties to
the City; and
WHEREAS, The Board of Works previously approved Resolution 11 -2014 on October 30, 2014,
for the purchase of a certain property located at 901 North H Street, and it has been
determined that an increased payment to the Wayne County Commissioners for said
property would be appropriate due to the higher appraisal amount established for said
property, instead of the amount previously listed within Resolution 11 -2014; and
WHEREAS, After careful consideration, it is the desire of the City of Richmond to proceed with
the purchase of said property for a total amount not to exceed the amount listed below
in accordance with Indiana Code (IC) 36- 1- 11- I(b)(20) and with IC 36- 1 -11 -8; and
WHEREAS, Indiana Code 36 -9 -6 -4 permits and funding is currently available for the Board of
Public Works & Safety to make the purchase of said property.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF RICHMOND BOARD OF PUBLIC
WORKS AND SAFETY that the City of Richmond will purchase from the Wayne County
Commissioners the following property located in the City of Richmond, Indiana:

NOW, THEREFORE, BE IT ALSO RESOLVED BY THE CITY OF RICHMOND BOARD OF
PUBLIC WORKS AND SAFETY that Tony Foster, Director of the Department of Metropolitan
Development, Sharon Palmer, Community Development Specialist, Sarah Mitchell, City Planner
and/or Ashley Schultz, Planning Technician shall be authorized to execute any and all documents
associated with the purchase of said property.
