CITY OF RICHMOND, INDIANA
RESOLUTION NO. 23-2015
A RESOLUTION TO APPROVE THE TRANSFER OF REAL PROPERTY
TO NEIGHBORHOOD SERVICES CLEARINGHOUSE, INC.
WHEREAS, The City of Richmond, Indiana, is the recipient of two (2) Blight Elimination Program
( "BEP ") forgivable loan awards to be used for the purchase of certain properties from
willing sellers in order that abandoned, vacated, and blighted properties can be
demolished to accomplish neighborhood stabilization; and
WHEREAS, The City through the Board of Works previously entered into Contract No. 132 -2014
(with Neighborhood Services Clearinghouse, Inc. for BEP -1), and No. 25 -2015 (with
Neighborhood Services Clearinghouse, Inc. for BEP -2), in order that the City can
work with the Program Partners to transfer and demolish the properties in accordance
with the BEP guidelines; and
WHEREAS, The Board of Public Works and Safety ( "Board ") is the disposing agent for real
property owned and to be transferred or acquired by the City of Richmond, Indiana
( "City") pursuant to the provisions of Indiana Code (IC) 36 -1 -11, et. seq. (the "Act ");
and
WHEREAS, In accordance with IC 36- 1- 11- 1(b)(7) the City of Richmond may transfer properties
located in Richmond, Indiana, to Neighborhood Services Clearinghouse, Inc.; and
WHEREAS, It is in the best interest of the City of Richmond that the Board of Public Works and
Safety approve of the transfer of certain properties to Neighborhood Services
Clearinghouse, Inc. as Program Partner in order that said properties may be
demolished in accordance with the BEP guidelines.
NOW, THEREFORE, BE IT RESOLVED by the Board of Public Works and Safety of Richmond,
Indiana, that said Board hereby approves of the transfer of the following properties located in
Richmond, Indiana, to Neighborhood Services Clearinghouse, Inc.:

NOW, THEREFORE, BE IT ALSO RESOLVED by the Board of Public Works and Safety of
Richmond, Indiana, that Tony Foster, Director of the Department of Metropolitan Development,
Sharon Palmer, Community Development Specialist, Sarah Mitchell, City Planner and/or Ashley
Schultz, Planning Technician shall be authorized to execute any and all documents associated with
the conveyance and transfer of the above - listed properties to Neighborhood Services Clearinghouse,
Inc.
