To either of the Constables of the Town of Orleans in the County of Barnstable, Greeting: In the name of THE COMMONWEALTH OF MASS- ACHUSETTS, you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elec- tions and in Town affairs, to meet at the Town Hall in said Town on the sixth day of February next, at nine o'clock in the fore noon, then and there to act on the following articles: Article 1. To choose a moderator to preside at said meeting. Article 2. To see if the Town will vote to raise and appropriate the sum of $200.00 to purchase a tract of land of about 15,000 square feet of Lester Quinn, situated West of the Orleans Cemetery and adjoining same. To be used as a burial ground for United States War Veterans. (By re- quest) . Article 19. To see whether the Town will appropriate the sum of four hundred dollars for Band Concerts by the Band composed of the school children, the concerts to be given under the direction of T. Nassi during the present year. And to pay the sum appropriated in one or more pay- ments as requested by the manager of the band, to the Band Treasurer. (By request). t „n r 16 Article 20. To see if the voters will instruct the Finance Committee to investigate fully and report as to the best method to be adopted in connection with road repair and construction work where contractors are engaged giving full consideration upon the question of having definite specifications drawn up to cover the work and the inviting Of competitive bidding, as well as recommending whether or not it would be advisable to make it a provision of such contracts that our citizen road men be engaged to do a part of the work. Laborer The following is a brief review of the work of the Barn- Clerk stable County Health Department for 1932. In the report for 1931 it was mentioned that twenty -seven Farmer cases of anterio- poliomyelitis (infantile paralysis) had oc- Laborer curred in the County. The physicians of the County have cooperated in every way, and all are prepared to do this work upon request. The County Health Officer now has an apparatus which exped- ites this work very materially, so that during an hour, for example, several hundred injections can be given. This ap- paratus is known as the Vim- Forsbeck Apparatus, and is most efficient and satisfactory in its work. The audiometer mentioned in the last report as just hav- ing been purchased, has been used throughout the County test- ing the hearing of school children and has proved to be entire- ly satisfactory in its operation. The parking space at the beach was enlarged on the south with clay and cinder and it is too crowded now. The number of visitors to the beach is yearly getting larger. The two cemeteries were given usual care and the usual care given the Eldredge Small park and the park around the soldiers monument. The bathing place at Skaket beach is a fine place for child- ren and was enjoyed by old and young the past summer. The ledger was analyzed, the appropriation accounts being checked to the town meeting records of appropriations. voted and the transfers from the reserve fund being checked to the records of the finance committee. The necessary adjust- ing entries were made, a trial balance was taken off, proving the accounts to be in balance, and a balance sheet, showing the financial condition of the town as of October 29, 1932, was prepared and is appended to this report. The books and accounts of the town treasurer were ex- amined and checked. The cash book was footed and proved, and the recorded receipts were analyzed and compared with the accounting officer's ledger and with the records of the departments making payments to the treasurer. The pay- ments were compared with the selectmen's warrants au- thorizing the disbursement of town funds. The cash balance was verified as of October 29, 1932, by an actual count of the cash in the office and by a recon- ciliation of the bank account with a statement furnished by the Cape Cod Trust Company. The payments on account of debt and ;interest were checked with the amounts falling due and with the cancelled securities on file. The savings bank books in the custody of the town treas- urer, representing the investment of the several trust funds, . were examined, the income and withdrawals being checked. Attention is called to the fact that acceptance of bequests to the town should be voted on at a town meeting, and the receipts entered in the treasurer's cash book and invested on authority of selectmen's warrants. Income from trust funds must be actually received and eh- tered on the treasurer's cash book before any expenditures are made therefrom. Original bills should be rendered by those furnishing services, and payments should be made dir- ectly by the treasurer on properly approved orders, in ac- cordance with the provisions of Sections 35 and 52, Chapter 41, General Laws. The surety bonds furnished by the town officials for the faithful performance of their duties were examined and found to be in proper form. The work of the various town officials has been per- formed in a very efficient manner, recommendations made from time to time have been followed, and an analysis of the balance sheet shows that the town is in a good financial condition. Appended to this report, in addition to the balance sheet, are tables showing a reconciliation of the treasurer's cash, summaries of the tax, assessment, and departmental accounts, as well as tables showing the condition of the various trust funds. For the co- operation received from the several town of- ficials during the progress of the audit, I wish, on behalf of my assistants and for myself, to express appreciation.
