SPECIAL COMMISSION MEETING
Thursday,January 19, 2017
5:15 P.M.

1. CALL TO ORDER:
Mayor Myra Taylor called the meeting to order at 5:15p.m. on Thursday, January 19, 2017 in the
Auditorium at Sherbondy Village, 215 President Barack Obama (Perviz) Avenue, Opa-locka,
Florida.
2. ROLL CALL:
The following members of the City Commission were present: Mayor Myra L. Taylor, Vice
Mayor Joseph L. Kelley, Commissioner Timothy Holmes, Commissioner John B. Riley and
Commissioner Matthew A. Pigatt. Also in attendance were: Acting City Manager Yvette Harrell,
City Attorney Vincent T. Brown, and City Clerk Joanna Flores.
3. INVOCATION:
The invocation was delivered by Commissioner John Riley.
4. PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was recited in unison.
5. PUBLIC INPUT:

Before public input, Commissioner Pigatt deferred item c and City Manager Harrell deferred
item b.
Hector Castellanos, Lejeune Commercial Warehouse Center, said that the garbage rates are way
too high.
City Attorney Brown advised Mr. Castellanos that he could only speak on the item that was read
into the record.
Mr. Castellanos asked when the meeting was going to be to discuss the garbage because he
knows that the City is accepting bribes.
Mayor Taylor said that it would be discussed at the meeting on the 24th or the 26`n

City Manager Harrell apologized to everyone who came out to speak on item c and instructed
them to provide their information to her assistant and she will call them back for the next
meeting.
City Attorney Brown reiterated that he could only discuss what was read into the record.
Commissioner Riley said that he wanted to know who was accepting bribes. He told the chief
that he needed all of the information on who was accepting these bribes.
Former Commissioner Dorothy Johnson, 13724 NW 22°d Avenue, said that the citizens depend
on the groceries from Farm Share. She asks that the commission continues to support the food
program.
Eric Redmon, Villa Francine, said that the vice mayor has been doing this event for a while now
and he hopes the food program will continue for many years.
Natasha Ervin, 770 Opa-locka Blvd, said that the commission has attended the food program in
the past and it should continue. She said that she volunteers monthly and asked the commission
to come to tomorrow's event and see the long lines of people waiting for free food.
Alvin Burke, 640 Jann Avenue, said that he volunteers at the food distribution program and
would like for it to continue.
6. RESOLUTIONS:
a) A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-
LOCKA, FLORIDA, DIRECTING THE CITY MANAGER TO ENTER INTO A
MEMORANDUM OF UNDERSTANDING, NOT TO EXCEED ONE YEAR, WITH
MOUNT TABOR MINISTRIES FOR THE PURPOSES OF CONTINUING FARM
SHARE FOOD DISTRIBUTION WITHIN THE CITY; PROVIDING FOR
INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE;
Sponsored by Vice Mayor Kelley
The above resolution was read by title by Attorney Brown.
It was moved by Commissioner Riley, seconded by Vice Mayor Kelley to pass the resolution.
There being no discussion, the motion on the resolution passed by a 5-0 vote.

EXTEND THE AGREEMENTS, NOT TO EXCEED 90 DAYS, WITH UNIVERSAL
WASTE SERVICES (UWS) OF FLORIDA, INC., FOR CITYWIDE RESIDENTIAL AND
COMMERCIAL SOLID WASTE COLLECTION AND DISPOSAL SERVICES;

PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN
EFFECTIVE DATE; Sponsored by City Manager
This item was deferred by City Manager Harrell.
c) A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-
LOCKA, FLORIDA, DIRECTING THE CITY MANAGER TO INVESTIGATE
AVAILABLE OPTIONS FOR PROVIDING RESIDENTIAL AND COMMERCIAL
SOLID WASTE COLLECTION AND DISPOSAL SERVICES; PROVIDING FOR
INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE;

This item was deferred by Commissioner Pigatt.
7. ADJOURNMENT:
There being no further business to come before the Commission, it was moved by
Commissioner Riley, seconded by Commissioner Pigatt to adjlae meeting at 5:33p.m.
