Mayor Vandernail called the meeting to order at 6:02 p.m.

2. Approval of Agenda:
Trustee Soles moved, and Trustee Waldow seconded the motion to approve the
agenda. Motion carried: 7-0.
3. Consent Agenda:
a) Minutes February 1, 2023
Trustee Waldow moved, and Trustee Quinn seconded the motion to approve the
consent agenda. Motion carried: 7-0.
4. Open Forum:

5. Public Hearing and Possible Action:
a) Ordinance No. 491 Amending Chapter 19 Article 2 Division 2 Regarding Building
Height Regulations Within Victoria Village Overlay District
Mayor Vandernail introduced the Public Hearing regarding Ordinance No. 491 Amending
Chapter 19 Article 2 Division 2 Regarding Building Height Regulations Within Victoria
Village Overlay District.
Trustee Cerkvenik moved, and Trustee Quinn seconded the motion to close the
Executive Session Ordinance No. 491 Amending Chapter 19 Article 2 Division 2
Regarding Building Height Regulations Within Victoria Village Overlay District. Motion
carried: 7-0.

Trustee Soles moved, and Trustee Cerkvenik seconded the motion to approve

b) Resolution 2023-02-03 Department of Housing Grant Authorization for Victoria
Village
Mayor Vandernail introduced Resolution 2023-02-03 Department of Housing Grant
Authorization for Victoria Village
Trustee Quinn moved, and Trustee Cerkvenik seconded the motion to close the Public
Hearing regarding Resolution 2023-02-03 Department of Housing Grant Authorization
for Victoria Village. Motion carried: 7-0.
Trustee Gregory moved, and Trustee Waldow seconded the motion to approve
Resolution 2023-02-03 Resolution 2023-02-03 Department of Housing Grant
Authorization for Victoria Village. Motion carried: 7-0.
6. Discussion and Possible Action:
a) Treasurer's Report, Finance Manager Rob Clemens
b) Fraser Valley Metropolitan Recreation District Expansion Request
Trustee Cerkvenik moved, and Trustee Gregory seconded the motion to approve
$10,000 to the Fraser Valley Metropolitan Recreation District for the Recreation Center
expansion from the Business Enhancement Grand Fund. Motion carried: 7-0.
c) KFFR Funding Request
Trustee Gregory moved, and Trustee Soles seconded the motion to approve $15,000 to
support KFFR from the Business Enhancement Grand Fund. Motion carried: 7-0.
d) Ordinance No. 492 Amending Chapter 19, Regarding Subdivision Improvement
Agreement
Trustee Soles moved, and Trustee Gregory seconded the motion to approve Ordinance
No. 492 Amending Chapter 19, Regarding Subdivision Improvement Agreement. Motion
voted: 5-2, Nay Fisher and Quinn.
Ordinance No. 492 was introduced as an emergency ordinance stating that an
affirmative vote of six is required to pass. Trustee Waldow said an affirmative vote of five
was required to pass an emergency ordinance. The staff will consult with the town
attorney and bring the ordinance back to the next meeting with further clarification.
e) Town Manager Contract Approval
Trustee Cerkvenik moved, and Trustee Waldow seconded the motion to approve the
Town Manager Contract. Motion carried: 7-0.
6. Updates

a) Trustee Soles, staff and Public Arts Committee did a great job with Fire and Ice
Festival.
b) Trustee Cerkvenik, CDOT fill potholes on HWY 40.
7. Adjourn:
Trustee Soles moved, and Trustee Gregory seconded the motion to adjourn. Motion
carried: 7-0. Meeting adjourned at 7:25 p.m.
