HomeMy Public PortalAbout2015-47 Supporting the following legislative priorities for the year 2016RESOLUTION NO. 2015-47 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA; SUPPORTING THE FOLLOWING LEGISLATIVE PRIORITIES FOR THE YEAR 2016; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Village Council of the Village of Key Biscayne wishes to support the following Legislative Priorities for the year 2016. NOW THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA THAT IT SUPPORTS THE FOLLOWING LEGISLATIVE PRIORITIES FOR THE YEAR 2016: That the following Legislative Priorities for the year 2016 be adopted by the Village of Key Biscayne: Section 1, The Village supports legislation that creates a Rickenbacker Causeway Authority. Section 2. The Village supports legislation providing for administrative procedures and required intergovernmental cooperation and planning (including mitigation planning) as a condition to local government land development approvals, and an appeal process, for proposed developments or commercial events projected or likely to cause traffic, public safety, nuisance or other impacts affecting areas outside the jurisdiction of the permitting government. Section 3. The Village supports legislation that provides financial incentives including financing and funding for relocating power lines and other utilities underground on barrier islands. Section 4, The Village supports legislation that designates the portion of the Mashta flats within Key Biscayne and also outside the Village's boundary as a "no motorized vessel" zone. Section 5. The Village supports legislation that improves roadway safety for all vehicle operators, vehicle passengers, bicyclists, pedestrians, and other road users by establishing strict compliance with use of bicycle lanes when they are available and encourages bicycle lane design with physical separation for improved safety; and Section 6, The Village supports legislation that assures that Florida private and public property owners are able to obtain comprehensive insurance coverage at a fair and reasonable rate. Section 7. The Village supports legislation on the prohibition of banning plastic bags. Section 8. The Village supports legislation that increases current per student funding, VILLAGE ATTORNEY increases Safe School funding, increases Exceptional Student Education funding, extends and funds a longer school year for all students and opposes unfunded mandates. Section 9. The Village is against the open -carry gun bill. Section 10, The Village supports Miami -Dade County by urging the Florida Legislature to allocate funding for Miami -Dade County's environmentally endangered lands program for conservation land acquisition and management pursuant to the Florida Water and Land Conservation Initiative, Florida Constitutional Amendment 1. $ection 11, The Village of Key Biscayne will monitor legislative issues: the Village will direct their legislative consultant to monitor the following issues and provide timely data should these issues be taken up at the legislative session: 1.) Modification of the road designation and use of Rickenbacker Causeway; 2.) Resources, policy changes and permitting support for sea -level arise initiatives such as coastline protection and beach renourishment programs.
