The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday,March 19,2020,in the Council Chambers at the Municipal Building,50 North 5th Street,
Richmond, Indiana.
CALL TO ORDER
Ms. Palmer called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Emily Palmer and Matt Evans. Absent was Vicki Robinson.
Also in attendance were Kim Vessels,Assistant City Attorney; Monica Burns,Deputy City Clerk;
Lieutenant Donnie Benedict; Greg Stiens, Director of Public Works and Engineering. No Media
was present.
APPROVAL OF MINUTES
Mr. Evans moved to approve the minutes of March 12, 2020, supported by Ms. Palmer. Upon a
vote viva voce, the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Claims for Payment for March 19, 2020 in the amount of Eighty
Six Thousand Twelve Dollars and forty four cents ($86,012.44), supported by Ms. Palmer. Upon
a vote viva voce,the motion carried.
Mr. Evans moved to approve a special Claims for Payment to correct a Stipend Payment for March
19, 2020 in the amount of One Thousand Two Hundred Fifty Dollars and no cents ($1,250.00),
supported by Ms. Palmer. Upon a vote viva voce, the motion carried.

2020 for a Neighborhood block party between 4:30 p.m. and 8 p.m. to allow for setup and
cleanup.

• CONTRACT NO. 44.2020—MANPOWER RICHMOND
To provide services in connection with providing special precautionary cleaning of the
transportation vehicles operated by Rose View Transit Division of the Department of
Infrastructure and Development for the duration of the COVID19 prevention measures
being taken by the City.
Mr. Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the
motion carried.
