Roll Call The City Council of the City of Tiffin Johnson County, Iowa, met in a work session January 19, 2016 at 6:11 p.m. Mayor Berner called the meeting to order. Upon roll being called the following named council members were present: Peggy Upton, Jim Bartels, Al Havens, Jo Kahler, Mike Ryan. Absent: None. Also present: City Administrator/Clerk Doug Boldt, Interim Assistant Administrator Tim Long, City Engineer Ben Carhoff, Deputy City Clerk Ashley Platz, other visitors. B. Agenda Additions/Agenda Approval Motion to approve work session agenda by Bartels. Second by Kahler. All ayes, work session agenda approved. C. Discussion of Streaming City Council Meetings to Website Council requested to check into the potential video recording or live streaming of council meetings. Staff acquired a quote provided by Brent Gorton, with RSM Fk/a McGladrey. The quote provided was the exact list of equipment and software that the City of North Liberty currently uses to record and stream council meetings. D. Discussion of FY 2016-2017 Budget Doug Boldt, City Administrator presented a rough forecasted FYI 6-17 budget. Had council give feedback as to where they would like to see the funds go. Council discussed adding stop light at Roberts Ferry/Ireland Ave and HWY 6 in to the budget. E. Adiournment Motion to adjourn by Havens. Second by Ryan. All ayes, work session adjourned at 6:59 pm. City Council Meeting A. Call to Order—7:00 PM B. Roll Call The City Council of the City of Tiffin, Johnson County, Iowa, met in regular session January 19, 2016 at 7:05 p.m. Mayor Berner called the meeting to order. Upon roll being called the following named council members were present: Peggy Upton, Jim Bartels, Al Havens, Jo Kahler, Mike Ryan. Absent: None. Also present: City Administrator/Clerk Doug Boldt, Interim Assistant Administrator Tim Long, City Attorney Michael, City Engineer Ben Carhoff, Public Works Director Brett Mehmen, Deputy City Clerk Ashley Platz, Building Official Brian Shay, and other visitors. April 161h rain date 23ra • Clear Creek Amana STEM group—Timber Ridge Nature Trail Reagan Boeset STEM Teacher-presenting the dream of what it could at the Timber Ridge Nature Trail. STEM Group Members: Anna Schwarting, Brooklyn Curtin, Madison Conard, Aariana Roberson, Emma Burks, Merlin Ruiz, Gracie Downes, Meagan Harvey. STEM Group from CCA showed a powerpoint presentation about the trail and the ideas. Beverly Marshall-Goodell—Tiffin Community Fund- Spoke about the sponsorship they gave Timber Ridge Nature Trail. Requests that the City used the Tiffin Fest money to donate back to the STEM Trail Project. Close Public Hearing and Proceed to I-1 Motion to open Public Hearing on Amendment to the Urban Renewal Plan for the Tiffin Urban Renewal Area by Upton. Second by Ryan. Roll Call Vote: Upton, Bartels, Havens, Ryan, Kahler All ayes, Public Hearing open at 7:51PM Nothing was received at City Hall regarding this item. Motion to close Public Hearing on Amendment to the Urban Renewal Plan for the Tiffin Urban Renewal Area by Ryan. Second by Upton. Ordinance No. 2015-379 —Ordinance to Amend the Tiffin Zoning Ordinance Regarding Apartments in Commercial Zones and to Prohibit First Floor Apartments in Commercial Zoning Districts and to Allow Basement Apartments in Certain Commercial Zoning Districts and Amending Definitions a. Motion to Approve Third Reading Motion to approve Ordinance No. 2015-379 - Ordinance to Amend the Tiffin Zoning Ordinance Regarding Apartments in Commercial Zones and to Prohibit First Floor Apartments in Commercial Zoning Districts and to Allow Basement Apartments in Certain Commercial Zoning Districts and Amending Definitions by Upton. Ordinance No. 2016-380 —Ordinance Providing for the Division of Taxes Levied on Certain Taxable Property in the 2016 Addition to the Tiffin Renewal Area Pursuant to Section 403.19 of the Code of Iowa of `t, a. Motion to Approve First Reading and Proceed to Second Reading Motion to approve Ordinance No. 2016-380 —Ordinance Providing for the Division of Taxes Levied on Certain Taxable Property in the 2016 Addition to the Tiffin Urban Renewal Area Pursuant to Section 403.19 of the Code of Iowa by Havens. Resolution 2016-008 —Resolution Naming Depositories for City Funds and Approving City's Investment Policy Mayor has recused himself from this agenda item. Mayor Pro-Tem Mike Ryan has stepped in. Investment Committee Doug Boldt, Mike Ryan, Al Havens. Motion to appoint Al Havens as committee member. Second Bartels. All ayes, motion carried. Motion to approve Resolution 2016-008 —Resolution Naming Depositories for City Funds and Approving City's Investment Policy by Kahler. Second by Havens. Discussion: Upton request that the Investment Committee and the process gets added to the document. All ayes, resolution 2016-008 passed. After Resolution 2016-008 approved, Mayor Berner took back over the meeting. 5. Resolution 2016-009 —Resolution Setting the Date for the Public Hearing and Letting of the Original Town Improvements —Sanitary Sewer Inflow & Infiltration Reduction Project in and for the City of Tiffin, Iowa Motion to amend Resolution 2016-009 to change the Public Hearing date to February 16th 2016 by Kahler, second by Bartees. All ayes, motion to amend carried. Discussion and Consideration of Subsequent Step for Deerview Estates Part Two and Council Action as Needed Doug received an email from Crystal Raiber that she was in contact Portwood's Attorney. Portwood's Attorney advised that no incentive to get this done. Sidewalk need to come in, basketball court, street access. Mayor Berner request council to proceed to get Deerview Ave connected to Oakdale Blvd. Motion to approve having administration, engineering and legal staff to proceed with the next steps and request estimates of right-of-way, condemnation, street cost, cost assessment back to residents by Upton. Second by Kahler. All ayes, motion carried. 3. Motion to Adjourn from Regular Session into Closed Session in Accordance with Iowa Code Chapter 20.17(3) for Public Employment Relations Procedures Closed Session, Personnel: Motion by Bartels, second by Ryan to go into closed session at 9:00 p.m. to discuss Iowa Code Chapter 20.17(3) for Public Employment Relations Procedures Roll call vote: Ayes: 5 Bartels, Havens, Kahler, Ryan, Upton. Motion carried. Motion by Bartels, second by Havens to return to open session of Council at 9:34 p.m. Roll call vote: Ayes: 5 Bartels, Havens, Kahler, Ryan, Upton. Motion carried. No action was taken. 4. Motion to Adjourn from Regular Session into Closed Session in Accordance with Iowa Code Chapter 21.5.j for Potential Real Estate Purchase Motion by Ryan, second by Havens to go into closed session at 9:35 p.m. to discuss (whatever the cite for property acquisition is - I've lost my agenda copy J Roll call vote: Ayes: 5 Bartels, Havens, Kahler, Ryan, Upton. City Council Reports —Havens question about April Kites for Kids- What liability would the city take on if they to on this project. 3. Director of Public Work's Report—Bulk water filling stations. 4. Building Official Report- Annual Census Bureau- 186 units $27.2 million evaluation. City Engineer's Report—Trail project goes to bid tomorrow. Brad Fox has been checking pedestrian HWY 6 & Ireland Ave. 6. City Attorney's Report—nothing to report. 7.
