Reiman, on Thursday, September 18, 2014, 6:00 P.M., Council Chambers, Municipal Building, 61 Cooke Avenue, Carteret, New Jersey, Upon Individual Roll Call Vote the following were noted present: FULL CALL Councilmember Vincent Bellino " Jorge Diaz Dennis DiMascio Randy Krun Susan Naples Noted Absent was Councilmember Joseph W. Sitarz and Municipal Clerk, Kathleen Barney. Also noted present was Assistant Municipal Clerk, Linda A. Rivera and Law Director, Robert J. Bergen. The meeting was opened with a minute of silent prayer and The Silent Prayer/ Pledge of Pledge of Allegiance led by Council President, Susan Naples. Notice was published in 1 The Home News Tribune on January 8, 2014 and The Star Ledger on January 9, 2014. ORDINANCES: Public Hearing: MEWU #14 -19 The Assistant Clerk stated that Ordinance #14 -19 was introduced %o irg & StPplonntiug and adopted on First Reading at a meeting of the Borough Council Qtepter 160, Entitled lard tL�veloprfnt of the Code of on July 17, 2014. It was duly published in The Home News Tribune fl BorcLgh of Carteret" on September 2, 2014 with notice that it will be considered for final passage after Public Hearing to be held on September 18, 2014 at approximately 6:00 P.M. The Ordinance was posted on the Bulletin Board and copies were made available to the general public and according to law, she read the Ordinance by title. Public Hem -ixg Upon MMS &C by Councilmembers Diaz and DiMascio and unanimous affirmative vote of the five (5) Councilmembers present the Council President declared the Public Hearing to be open. There were no comments or objections from the public. Upon MMS &C by Councilmembers Diaz and Krum ORDINANCE #14 -19 "AMENDING & SUPPLEMENTING CHAPTER 160, ENTITLED LAND DEVELOPMENT, OF THE CODE OF THE BOROUGH OF CARTERET" was Adopted. Upon Individual Roll Call Vote Councilmembers Aa)PIED Bellino, Diaz, DiMascio, Krum and Naples voted in the Affirmative. Councilmember Sitarz was noted Absent. APPROVED AND ADOPTED: SEPTEMBER 18, 2014 INTRODUCED: JULY 17 2014 Advertised as Adopted on First Reading With Notice of Public Hearing: SEPTEMBER 2, 2014 Hearing Held: SEPTEMBER 18, 2014 Approved By: MAYOR DANIELJ. REIMAN Advertised as Finally Adopted: NOVEMBER 20, 2014 The Assistant Clerk stated that Ordinance #14 -24 was introduced D #14-24 and adopted on First Reading at a meeting of the Borough Council Authorize (I Tital Arg on September 4, 2014. It was duly published in The Home News asitiori Tribune on September 10, 2014 with notice that it will be considered for final passage after Public Hearing to be held on September 18, 2014 at approximately 6:00 P.M. The Ordinance was posted on the Bulletin Board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS &C by Councilmembers Bellino and Diaz and Public Hea -itg unanimous affirmative vote of the five (5) Councilmembers present, the Mayor declared the Public Hearing to be opened. 3 ORDEWU #14 -24 Kevin Urban asked if this ordinance was for public improvements Cent: and asked about the corner of Washington and Cooke. Kevin crcten Attorney Bergen Attorney Bergen explained it was for public improvements and that property is approved for acquisition and has not been acquired yet. H eater Closed There being no further comments objections to the Ordinance the Council President declared the Public Hearing to be closed upon MMS &C by Councilmembers Diaz and Bellino and unanimous affirmative vote of the five (5) Councilmembers present. Upon MMS &C by Councilmembers Diaz and DiMascio ORDINANCE #14 -24 "AN ORDINANCE TO AUTHORIZE CAPITAL ACQUISITION" ADDFM was finally adopted. Upon Individual Roll Call Vote Councilmembers Bellino, Diaz, DiMascio, Krum and Naples voted in the Affirmative. Councilmember Sitarz was noted Absent. Kevin Urban, 285 Randolph Street spoke. He explained a concern Kevin Urben that the town engineer recommended he put a trunk line on the back of his property for drainage. They dug down six (6) feet and this is only two (2) feet from the trees, which he feels is weakening the trees and in the event of a storm it will damage his house and /or property. Council President Naples asked the Assistant Clerk to notify the town Engineer, Mr. DuPont, to go and make an assessment on this for Mr. Urban. Upon MMS &C by Councilmembers Diaz and Krum and unanimous Public Portion Closed affirmative vote of the five (5) Councilmembers present, the public portion of the meeting was closed. Council President Naples asked for a motion to approve the Consent Agenda. Upon Individual Roll Call Vote Councilmembers Bellino, Diaz, DiMascio, Krum and Naples voted in the Affirmative. Councilmember Sitarz was noted Absent. COMMITTEES: BUILDINGS & GROUNDS: Committee Chairperson Naples reported there was going to be some extensive work done on the Recreation Building. Locks and doors and windows and window fills, are all going to be replaced or repaired. She said the fencing around the air conditioning units need to be repaired and they are working on the numbers for painting, landscaping and stamped asphalt around the building. FINANCE & ADMINISTRATION: Committee Chairperson Diaz reported progress in this department. He went on to thank the entire Council, especially Councilman Vinnie Bellino, for the work that was done in preparation for Ethnic Day festivities, as well as the concert, where he felt everyone had a wonderful time FIRE & DOMESTIC PREPAREDNESS: Committee Chairperson Krum reported the new building is moving along quickly and positive. Progress. 7 7�J -r � PARKS, RECREATION & PUBLIC PROPERTY: Committee Chairperson Bellino reported progress in the park and said we had a great Ethnic Day and show and outstanding fireworks. He then extended his gratitude and appreciation to the Parks Department for the great clean up in the park. Police: In the absence of Committee Chairperson Sitarz, Council President Naples reported Progress. PUBLIC WORKS: Committee Chairperson DiMascio reported the street paving program is about sixty (60) per cent complete. He said in September the garbage pick up became one (1) day a week. Progress. Council President Naples said she has been hearing good things from the residents about the street paving, even though they are being inconvenienced. She said they know it will pay off in the end. BOARD OF EDUCATION: Committee Chairperson Naples reported school started according to plan and Open Houses and Back to School Nights in the Elementary Schools are scheduled for the last week in September. MVCR MAYOR- Appointnents Appointments: Iariber/aLstee Member /Trustee- Lilbrary Board of Directors - Lindsay Erben. Lila-ary Board of Directors-Lirdsay FxLi In the absence of Mayor Reiman, Council President Naples made the appointment. She explained that we are fortunate that this woman, who is coming in from the county, will be running the cultural center in Carteret. She is looking to get into the agencies, H 9y91 Fy : A the schools the senior facilities and it will be sort of a tie in AppoinbTmt Cont: cultural program for our proposed art district for the Ritz Theatre, etc. She thinks having her on the Library Board will be a good fit. After no further discussion.
