HomeMy Public PortalAbout016-2020 - Grant - Department of Justice - Body Armor EquipmentCOMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA ORDINANCE NO. 16-2020 AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF REIMBURSEMENT GRANTS FROM THE FEDERAL DEPARTMENT OF JUSTICE WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute any documents necessary to receive money from the state or federal government or any other source, and said documents are prepared and executed by the City executive administration, provided that the Common Council of the City of Richmond as the legislative body of the City approves an ordinance for the appropriation of any monies received in accordance with IC 36-4-6-18; and WHEREAS, The United States Department of Justice ("DOJ") has federal grant funding available through its fiscal year 2020 grant reimbursement programs; and WHEREAS, The City of Richmond Police Department ("Police Department") desires to submit grant applications to obtain funds for reimbursements for the purchase of replacement and updated tactical body armor equipment ("equipment") for the Special Weapons and Tactics ("SWAT") Division of the Department and replacement of the equipment is budgeted within the 2020 appropriated funds for the Police Department; and WHEREAS, A local match is required in the form of up -front purchases of the equipment by the Police Department and the DOJ could grant the Police Department up to fifty percent (50%) of the purchase costs upon award of any of the reimbursement grants applied for by the Department as described herein. NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana, as follows: 1. The City of Richmond Police Department ("Police Department) has submitted or will submit, as authorized by IC 36-1-4-10, a series of reimbursement grant applications to the United State Department of Justice ("DOJ"). 2. The Police Department is authorized to accept said grant funding in an amount up to Thirty Thousand Dollars and Zero Cents ($30,000.00) in the form of an up to fifty percent (50%) match for the reimbursement of the above -described up -front purchase costs upon award of any of the reimbursement grant funds to the Police Department by the DOJ. Page 1 of 2 3. Said funds, if awarded, shall be appropriated to fund the purchase of replacement and updated tactical body armor equipment for the SWAT Division of the Police Department.
