HomeMy Public PortalAbout04-06-2020 PROCEEDINGS OF THE REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA, APRIL 6,2020 The Common Council of the City of Richmond, Indiana met in a Regular Meeting, April 6,2020 in the Council Chambers in said City. President Oler called the meeting to order and the following business was conducted: ROLL CALL Present were Councilors Doug Goss, Kelley Cruse-Nicholson, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner, Jane Bumbalough,Ron Oler and Larry Parker. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk; Emily Palmer, Controller; Beth Fields, Infrastructure and Development; Police Major Mike Britt; Matt Evans, City Planner/GIS; Gordon Moore; Mark Quinn, U-Haul Agent; Fire Chief Jerry Purcell; Sergeant at Arms; and,Media. APPROVAL OF MINUTES OF THE REGULAR MEETING ON MARCH 16, 2020 AND THE SPECIAL MEETING HELD MARCH 23,2020 Councilor Goss moved to approve the minutes of the Regular Meeting held March 16, 2020, supported by Councilor Cappa. Upon a vote viva voce,the motion carried. Councilor Goss moved to approve the minutes of the Special Meeting held March 23, 2020, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. COMMUNICATIONS FROM THE MAYOR • Extra precautions are being taken by all Departments during the coronavirus pandemic. The Parks are closed,many employees are working remotely and rotating work plans, all who enter the City Building have their temperature taken by the Fire Department, etc. The City and Wayne County are working together to make our citizens as safe as possible. • Police Chief Jim Branum is retiring April 24,2020. Major Mike Britt was introduced as the incoming Chief. Common Council Minutes April 6,2020 Page 2of5 ORDINANCES ON FIRST READING Councilor Goss moved to suspend the rules and read Ordinance Nos.24&25-2020 on first reading by title only, supported by Councilor Cappa. Upon a vote viva voce, the motion carried. ORDINANCE NO. 24-2020 — AN APPROPRIATION ORDINANCE AMENDING ORDINANCE NO. 41-2019 KNOWN AS THE 2020 SALARY ORDINANCE (I&D) The Clerk read Ordinance No. 24-2020 on first reading by title only. This Ordinance would amend the Job Title from Community Development Coordinator to Communication and Data Strategist and increase the salary from$37,000 to $46,000. Ordinance No. 24-2020 was referred to the Finance Committee for due diligence. ORDINANCE NO.25-2020-AN APPROPRIATION ORDINANCE AMENDING THE 2020 BUDGET(RFD) This Ordinance would transfer funds as follows: From: _First Response- Cash 1101-0000-800-6000 $ 825,000.00 -To: First Response—Capital Improvements $ 575,000.00 1101-0301-000-4113 First Response—Fire Department Vehicles $ 250,000.00 1101-0301-505-4436 Ordinance No. 25-2020 was referred to the Finance Committee for due diligence. ORDINANCES ON SECOND READING ORDINANCE NO. 13-2020 -A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR CERTAIN PARCELS FROM GENERAL COMMERICIAL (GC)DISTRICT TO INDUSTRIAL COMMERICIAL (IC)DISTRICT(3150 National Road West) The Clerk read Ordinance No. 13-2020 on second reading by title only. The Plan Commission recommended approval. The Clerk read Ordinance No. 13-2020 on second reading by title only. There being no comments for or against, Councilor Goss moved for engrossment, supported by Councilor Cappa. Upon a vote viva voce,the motion carried. Councilor Goss moved to suspend the rules and advance Ordinance No. 13-2020 to third and fmal reading and read by title only,supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. The Clerk read Ordinance No. 13-2020 on third reading by title only. Ordinance No. 13-2020 was approved with a 9-0 roll call vote. ORDINANCE NO. 14-2020 -A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A CERTAIN PARCEL FROM INTENSE MULTIPLE FAMILY RESIDENTIAL(M2)DISTRICT TO LIMITED COMMERICIAL(LC)DISTRICT(1824 Chester Boulevard) The-Clerk read Ordinance No. 14-2020 on second reading by title only. The Plan Commission recommended approval. The Clerk read Ordinance No. 14-2020 on second reading by title only. President Oler.declared Ordinance No. 14-2020 on public hearing. There being no comments for or against, Councilor.Goss moved for engrossment, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. Councilor Goss moved to suspend the rules and advance Ordinance No. 14-2020 to third and fmal reading and read by title only, supported by Councilor Engle. Upon a vote viva voce,the motion carried. The Clerk read Ordinance No. 14-2020 on third reading by title only. Ordinance No. 14-2020 was approved with a 9-0 roll call vote. ORDINANCE NO. 15-2020—A SPECIAL ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO RECEIVE DONATIONS FOR RICHMOND POLICE DEPARTMENT PROGRAMS The Clerk read Ordinance No. 15-2020 on second reading by title only. ORDINANCE NO. 16-2020 —AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF REIMBURSEMENT - GRANTS FROM THE FEDERAL DEPARTMENT OF JUSTICE(RPD) The Clerk read Ordinance No. 16-2020 on second reading by title only. The Finance Committee recommended approval. The Clerk read Ordinance No. 16-2020 on second reading by title only. President Oler declared Ordinance No. 16-2020 on public hearing.
