Roll Call The City Council of the City of Tiffin, Johnson County, Iowa, met in a work session March 8, 2016 at 6:30 p.m. Mayor Berner called the meeting to order. Upon roll being called the following named council members were present: Peggy Upton, Jim Bartels, Al Havens, Jo Kahler, Mike Ryan. Also present: City Administrator/Clerk Doug Boldt, City Engineer Ben Carhoff, Deputy City Clerk Ashley Platz, other visitors. B. Agenda Additions/Agenda Approval Motion to approve the Work Session Agenda by Upton. Second by Ryan. All ayes, motion carried. C. Discussion of Park and Recreation Improvements Project Lori Boren-HBK Engineering- Spoke about the Park Improvements and Development. The Bid process will be starting March 14 and all bids due by March 31".Submit to Council for approval by April 51h. April 1 lth or 18'h construction is expected to start. October 151h is the goal to have the construction completed. Woodfield Park, Deerview Park, Dog Park, Tennis Courts & Restrooms and Concessions, City Park Ballfield Lighting. Council discussed all the parks and the proposes plans. D. Discussion/Questions from Council Members re2ardin2 items on the Regular City Council Agenda Doug- advised that he will do a budget presentation at the end of the meeting and not during the resolution. Upton- had a correction for the February 161h minutes-roll call vote for donations needs to reflect 3 Ayes-2 Nays. E. Other Business F. Adjournment Motion to adjourn by Havens. Second by Upton. Roll Call The City Council of the City of Tiffin, Johnson County, Iowa, met in regular session March 8, 2016 at 7:06 p.m. Mayor Berner called the meeting to order. Upon roll being called the following named council members were present: Peggy Upton, Jim Bartels, Al Havens, Jo Kahler, Mike Ryan. Absent: None. Also present: City Administrator/Clerk Doug Boldt, City Attorney Raiber, City Engineer Ben Carhoff, Public Works Director Brett Mehmen, Deputy City Clerk Ashley Platz, Building Official Brian Shay, and other visitors. C. Agenda Additions/Aunda Approval Motion to approve the Council Agenda by Kahler. Second by Ryan. All ayes, agenda is approved. D. Communications and Reports: 1. Unscheduled If you wish to address the City Council on subjects pertaining to today's meeting agenda,please wait until that item on the agenda is reached. Consent Agenda Note: These are routine items and will be enacted by one motion without separate discussion unless a Council Member requests separate consideration. 1. Approval of City Council Minutes 2. Approval of Special City Council Minutes Upton stated in work session to amend February 16th minutes on page 7, on item 2. Correct the motions to show Ryan Kahler as Nays and Bartels, Upton, Havens as Ayes. Second by Ryan. All ayes, motion carried. Motion to approve the consent agenda which includes February 16th amended minutes & 25th meetings minutes by Upton. Second by Bartels. All ayes, minutes are approved. F. Mayoral Proclamation 1. of-7 G. Public Hearing 1. Public Hearing on FY 2016-2017 Proposed Budget a. Close Public Hearing and Proceed to I-5 Motion to open the Public Hearing on FY 2016-2017 Proposed Budget by Kahler. Second by Bartels. Roll Call: Bartels, Havens, Ryan, Kahler, Upton All ayes, Public Hearing opens at 7:06 PM Discussion: Nothing received at City Hall and no public present to speak at hearing. Motion to close the Public Hearing on FY 2016-2017 Proposed Budget by Ryan. Second by Kahler. Roll Call: Havens, Ryan, Kahler, Upton, Bartels. All ayes, public hearing closed at 7:06 PM H. Ordinance Approval/Amendment 1. Ordinance No. 2016-381 —Ordinance Declining the Johnson County, Iowa Minimum Wage Ordinance and Establishing a City of Tiffin Minimum Wage a. Motion to Approve First Reading and Proceed to Second Reading Public Comment for first reading of Ordinance 2016-381: Nicole Upchruch—230 W. 2nd St- Spoke about minimum wage and urged the Council to follow the Johnson County minimum wage. Paul Iversen- Mt. Vernon, IA resident- advised he has studied the minimum wage. Stated that he is for the Johnson County minimum wage and believes the arguments for the opposition are lies. Ben Upchruch- 230 W. 2nd St- in support of the Johnson County minimum wage. Justin Banks- Williamsburg, Ia resident- $9/hr will not pay for day care. And spoke about a poll that shows that 69% of Iowans are in favor of an increased minimum wage. Jim Schmidt- Redbird Run- Feels that opting out is the best option and feels we have lost Fareway because of it. Council- Kahler advised that she feels that the City Council should not be telling Tiffin businesses what they should pay employees. Havens- Stated why the $9/hr was decided and how he requested to have the minimum wage be $8.75/hr which is reflective of the wage that the State has tried push through without success. Ryan- Support the Johnson County minimum wage increase. He has spoken with many people who have not come to Council meetings to voice their opinions and are not in support for the Johnson County minimum wage. Bartels- advised that opting out would have been the easiest choice but it wouldn't have been the correct decisions. Motion to approve Ordinance No. 2016-381 - Ordinance Declining the Johnson County, Iowa Minimum Wage Ordinance and Establishing a City of Tiffin Minimum Wage by Havens. Second by Bartels. Ordinance No. 2016-382—Ordinance Amending the Tiffin Zoning Ordinance No. 2007-287 and Any Amendments Thereto Adding Taverns/Bars to Business List and Amending Restaurant Uses in all Commercial Districts a. Motion to Approve Second Reading and Proceed to Third Reading Motion to approve Ordinance No. 2016-382 - Ordinance Amending the Tiffin Zoning Ordinance No. 2007-287 and Any Amendments Thereto Adding Taverns/Bars to Business List and Amending Restaurant Uses in all Commercial Districts by Ryan. Discussion and Consideration of Potential Change in Trail Phase 5 and Phase 6 and the Hiring of Hart-Frederick to Proceed and Council Action as Needed Jack Burnham- HFC Engineer- Presented the proposed change in Trail Ph 5 and Ph 6. Motion to modify Trail Ph 6 to make trail along Clear Creek and to instruct Hart-Frederick with the assistance as a proposal to MPO by Ryan Second by Kahler. All ayes, motion carried. 3. Mayor's Report- Ireland Avenue Trail-portion in City limits and wants to get this added to the CIP. 2. City Council Reports- Nothing. 3. Director of Public Work's Report-Nothing. 4. Building Official Report-Permits are picking up. Spoke with Tiffin Heights Developer and the all the lots are purchased with exception to a few single family homes on the hill. 5. City Engineer's Report- Metro plans to start Trail Ph 5 beginning of May. Randy has been working on the treatment plant and be let in May. I&I will be getting started as soon as possible. 6.
