Roll Call The City Council of the City of Tiffin, Johnson County, Iowa, met in a work session April 5, 2016 at 6:22 p.m. Mayor Berner called the meeting to order. Upon roll being called the following named council members were present: Peggy Upton(arrived 6:26 pm), Jim Bartels, Al Havens, Jo Kahler. Absent: Mike Ryan. Also present: City Administrator/Clerk Doug Boldt, City Engineer Ben Carhoff, Building Official Brian Shay, Deputy City Clerk Ashley Platz, Planning & Zoning Members Barbara Van Gorp, Stefanie Jiras, and Luther Parker, and other visitors. B. Agenda Additions/Agenda Approval Motion to approve the agenda by Kahler. Second by Bartels. All ayes, agenda stands approved. C. Discussion with Planning & Zoning of Overhaul of Tiffin Zoning Code Brian Shay presents examples of updating the current Commercial Zoning Districts. Luther Parker, Barbara Van Gorp, and Stefanie Jiras spoke about the background of their work on updating this list. Brian Shay and P&Z Commission will continue to work on redesigning the Zoning Ordinance. D. Discussion of City Mowed Land Doug Boldt displayed the aerial photo of the City of Tiffin and the City owned land. Spoke about the land that is currently being mowed. Advised that currently a lot of non-owned property is being mowed. E. Adiournment Motion to adjourn by Upton Second by Havens. All ayes, motion carried. Close Public Hearing and Proceed to I-1 & I-2 Motion to open Public Hearing on Proposed Plans, Specifications, Form of Contract and Estimate of Cost for the Tiffin Parks and Recreation Improvement Plan—Phase 1 Project by Upton. Second by Havens. Roll Call: Upton, Bartels, Havens, Kahler. Open at 7:42 PM Discussion:Nothing received at City Hall and no public present to speak. Ordinance No. 2016-381 —Ordinance Declining the Johnson County, Iowa Minimum Wage Ordinance and Establishing a City of Tiffin Minimum Wage a. Motion to Approve Third and Final Reading Motion to approve Ordinance No. 2016-381 —Ordinance Declining the Johnson County, Iowa Minimum Wage Ordinance and Establishing a City of Tiffin Minimum Wage by Upton. Second by Bartels. Roll Call: Ayes: Bartels, Havens, Upton.Nays: Kahler. Motion to approve third reading of Ordinance 2016-381. 2. Ordinance No. 2016-383 —Ordinance Amending the Tiffin Zoning Ordinance No. 2007-287 and any Amendments Thereto by Adding `Athletic Training Facility' to the Permitted Principal Uses and Structures of the M-1 (Light Industrial) and M-2 (Heavy Industrial) Zoning Districts a. Motion to Approve Second Reading b. Motion to Suspend the Requirement to Pass Ordinance on Two Considerations before Final Passage as stated in Iowa Code Section 380.3 c. Resolution 2016-023 —Resolution Approving Plans, Specifications, Form of Contract and Estimate of Cost for the Tiffin Parks and Recreation Improvement Plan—Phase I Project Rob Decker- HBK Engineers- spoke about the bid and which contractors came in the lowest and discussed the projected timeline. Also spoke about specific parks and features. Motion to approve Resolution 2016-023 —Resolution Approving Plans, Specifications, Form of Contract and Estimate of Cost for the Tiffin Parks and Recreation Improvement Plan—Phase I Project by Havens. Second by Upton. Roll Call: Kahler, Upton, Bartels, Havens. All ayes, Resolution 2016-023passed. 2. Resolution 2016-024—Resolution to Award Bid for the Tiffin Parks and Recreation Improvement Plan—Phase 1 Project Motion to approve Resolution 2016-024—Resolution to Award Bid to Woodruff Construction for the Tiffin Parks and Recreation Improvement Plan—Phase 1 Project by Kahler. Building Official Report—Building season underway any issues call him to get things corrected. 5. City Engineer's Report—Rathj e Construction is one or two weeks out, being held up in Marion. Pay Estimate coming next meeting. Submitted concept statement for Roberts Ferry Rd. Spoke about traffic studies for Ireland Ave. 6. City Attorney's Report—Nothing. 7. City Administrator's Report—Spoke about Color Run coming up soon. Spoke with Moxie Solar about potential benefits and looking into more options. Goal Setting Session at 5:00pm Tuesday Aprill2th. May 3rd will be a Library Tour for an early work session. Leaf burning Open burning April 16-17th through May 7-8d'for Saturday and Sunday daylight hours. Doug is looking into the potential of having a Hazardous Materials Mobile Unit for the City Wide Clean Up day. Bids in today for the new lawn mower for Parks and will be on the next agenda. N.
