THE BOARD OF PUBLIC WORKS AND SAFETY OF
THE CITY OF RICHMOND, INDIANA,
APRIL 23, 2020
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday,April 23, 2020, in the Council Chambers at the Municipal Building, 50 North 5th Street,
Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Emily Palmer and Matt Evans.
Also in attendance were Kim Vessels, Assistant City Attorney; Monica Burns, Deputy City Clerk;
Fire Chief Jerry Purcell; Eric McDaniel, Hoosier Fire Equipment; and, Media.
APPROVAL OF MINUTES
The minutes were tabled at this time.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Claims for Payment for April 24, 2020 in the amount of
Two Hundred Forty One Thousand Seven Hundred Eighteen Dollars and ninety two cents
($241,718.92), supported by Ms. Palmer. Upon a vote viva voce, the motion carried.

CONTRACTS
• CONTRACT NO. 48-2020—SPEC TECH SECURITY
To furnish and install a Honey well security access control system and related equipment
for Fire Station No. 1 located at 101 South 5th Street.
Not to exceed $7,369.73
Ms. Palmer moved to approve, supported by Mr. Evans.Upon a vote viva voce,the motion carried.
• CONTRACT NO. 51-2020—DICKMAN APPRAISAL SERVICE
To provide professional appraisal services in connection with various residential and
commercial real estate properties the City plans to acquire.
The amount of the contract is for the remainder of 2020 and is not exceed $20,000.00
Ms. Palmer moved to approve, supported by Mr. Evans.Upon a vote viva voce,the motion carried.
• CONTRACT NO. 52-2020 —LYONS INSURANCE & REAL ESTATE.INC.
To provide professional appraisal services in connection with various residential and
commercial real estate properties the City plans to acquire.
The amount of the contract is for the remainder of 2020 and is not exceed $20,000.00
Ms.Palmer moved to approve, supported by Mr. Evans.Upon a vote viva voce,the motion carried.
