HomeMy Public PortalAbout04-20-2020 PROCEEDINGS OF THE SPECIAL MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA, APRIL 20, 2020 The Common Council of the City of Richmond, Indiana met in a Regular Meeting, April 20, 2020 in the Council Chambers in said City. President Oler called the meeting to order and the following business was conducted ROLL CALL Present were Councilors Doug Goss, Kelley Cruse-Nicholson, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner, Jane Bumbalough, Ron Oler and Larry Parker. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk; Emily Palmer, Controller; Kate Kotan, Community Development; Greg Stiens, Director of Public Works and Engineering; Beth Fields, Infrastructure and Development; Fire Chief Jerry Purcell; Sergeant at Arms; and, Media. ORDINANCES ON FIRST READING Councilor Parker moved to suspend the rules and read Ordinance Nos. 21, 22, 23,26 &27, 2020 on first reading by title only, supported by Councilor Goss. Upon a vote viva voce, the motion carried. ORDINANCE NO. 21-2020 A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6.1-12.1 WITH ALTERNATIVE ABATEMENT DEDUCTION SCHEDULE (Element—Real Estate) The Clerk read Ordinance No. 21-2020 on first reading by title only. This Ordinance is a petition of Element 13, LLC for a ten year abatement on real estate valued at Thirteen Million Two Hundred Thousand Dollars ($13,200,000). Ordinance No. 21 was referred to the Tax Abatement Committee for due diligence. ORDINANCE NO. 22-2020 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6.1-12.1 WITH ALTERNATIVE ABATEMENT DEDUCTION SCHEDULE (Element—Mfg Equip) The Clerk read Ordinance No. 22-2020 on first reading by title only. Common Council Minutes April20, 2020 Page 2 of 4 This Ordinance is a petition of Element 13,LLC for a ten year abatement on manufacturing equipment valued at Six Million Two Hundred Thousand Dollars ($6,200,000). Ordinance No. 22-2020 was referred to the Tax Abatement Committee for due diligence. ORDINANCE NO. 23-2020—A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6.1-12.1 WITH ALTERNATIVE ABATEMENT DEDUCTION SCHEDULE (Element—IT Equip) The Clerk read Ordinance No. 23-2020 on first reading by title only. This Ordinance is a petition of Element 13, LLC for a five year abatement on information and technology equipment valued at One Hundred Thousand Dollars ($100,000). Ordinance No. 23-2020 was referred to the Tax Abatement Committee for due diligence. ORDINANCE NO. 26-2020 —AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF GRANTS FROM VARIOUS SOURCES DUE TO EMERGENCY CIRCUMSTANCES (COVID 19) The Clerk read Ordinance No. 26-2020 on first reading by title only. This Ordinance would authorize the City of Richmond, Indiana, in accordance with Indiana Code (IC) 36-4-6-18, to apply for and receive monies from any grant and/or assistance opportunities pertaining to the COVID 19 responses in order that the funds can be immediately appropriated and used upon receipt. Future confirmatory ordinances shall be submitted to verify amounts received and to seek confirmatory retroactive appropriation of said sums due to the "first come, first serve" nature of the applications anticipated to become available. Councilor Parker moved to advance Ordinance No. 26-2020 to second reading and public hearing, supported by Councilor Turner. Upon a vote viva voce,the motion carried. The Clerk read Ordinance No. 26-2020 on second reading by title only. President Oler declared Ordinance No. 26-2020 on public hearing. There being no comments for or against, Councilor Goss moved for engrossment, supported by Councilor Parker. Upon a vote viva voce, the motion carried. Councilor Goss moved to advance Ordinance No. 26-2020 to third and final reading, supported by Councilor Parker. Upon a vote viva voce, the motion carried. Common Council Minutes April 20,2020 Page 3 of 4 Councilor Cappa asked to abstain from voting on Ordinance No. 26-2020 due to the fact he serves on the Center City Development Corporation Board and has already voted for this in that capacity. Councilor Turner moved to approve, supported by Councilor Parker. Upon a vote viva voce, the motion carried. The Clerk read Ordinance No. 26-2020 on third reading by title only. Ordinance No. 26-2020 was approved with an 8-0 roll call vote. Abstention—Councilor Cappa. ORDINANCE NO. 27-2020—AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL, ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE UNITED STATES FEDERAL AVIATION ADMINISTRATION (Airport) The Clerk read Ordinance No. 27-2020 on first reading by title only. This Ordinance would authorize the City of Richmond to submit a grant application to the Federal Aviation Administration for the 2020 Airport Improvement Program grant for the Taxiway "A" Rehabilitation Program and to accept and appropriate grant • funding in an amount up to Eight Hundred Seven Thousand Three Hundred Eighty-five Dollars and Zero Cents ($807,385.00).. Ordinance No. 27-2020 was referred to the Finance Committee for due diligence. ORDINANCES ON SECOND READING. ORDINANCE NO. 24-2020—AN APPROPRIATION ORDINANCE AMENDING ORDINANCE NO. 41-2019 KNOWN AS THE 2020 SALARY ORDINANCE (I&D) The Clerk read Ordinance No. 24-2020 on second reading by title only. Ordinance No. 24-2020 was tabled. ORDINANCE NO. 25-2020 -AN APPROPRIATION ORDINANCE AMENDING THE 2020 BUDGET (RFD) The Clerk read Ordinance No. 25-2020 on second reading by title only. Councilor Parker moved to advance Ordinance No. 25-2020 to second reading and public hearing, supported by Councilor Turner. Upon a vote viva voce, the motion carried. Councilor Goss moved to advance Ordinance No. 25-2020 to third and final reading, supported by Councilor Turner. Upon a vote viva voce,the motion carried. The Clerk read Ordinance No. 25-2020 on third reading by title only. Ordinance No. 25-2020 was adopted with a 9-0 roll call vote. ORDINANCES ON THIRD READING None CALL FOR ADJOURNMENT There being no further business, on a motion duly made,seconded and passed,the meeting was adjourned.
