RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NAPA, STATE OF CALIFORNIA, DELEGATING
AUTHORITY TO THE CITY MANAGER AND THE CITY
CLERK TO ADMINISTRATIVELY DESIGNATE,
ORGANIZE, AND PUBLISH CITY COUNCIL POLICY
RESOLUTIONS
WHEREAS, beginning in 1987, the City has designated certain resolutions
adopted by the City Council as "policy resolutions," and the City has intended these
policy resolutions to include Council resolutions that warrant easy accessibility to the
public due to a long term and citywide impact; and
WHEREAS, over the past thirty years, the City Council has designated
sequentially numbered policy resolutions, 1 through 33, organized in the chronological
order in which they were adopted; and
WHEREAS, the designation of a resolution adopted by the City Council as a
"policy resolution" does not in any way modify the legal significance of the resolution,
and it is merely a manner of more easily accessing resolutions that have long term and
citywide impacts; and
WHEREAS, City staff has identified a process for designating, organizing, and
publishing policy resolutions that may be implemented administratively by the offices of
the City Manager and the City Clerk; and
WHEREAS, the City Council has considered all information related to this matter,
as presented at the public meetings of the City Council identified herein, including any
supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Napa,
as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this
Resolution are true and correct, and establish the factual basis for the City Council's
adoption of this Resolution.
2. The City Council hereby delegates authority to the City Manager, in
consultation with the City Attorney and the City Clerk, to identify resolutions adopted by
City Council that have long term and citywide impacts, and to designate each of those
resolutions as a "City Council Policy Resolution."
3. The City Council hereby delegates authority to the City Clerk to organize
and publish City Council Policy Resolutions in a manner that facilitates public access to
Policy Resolutions.

4. This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City
Council of the City of Napa at a public meeting of said City Council held on the 20th day
of December, 2016, by the following vote:
