ORDINANCE NO.28-2020
AN APPROPRIATION ORDINANCE AUTHORIZING
THE SUBMITTAL, ACCEPTANCE, AND APPROPRIATION
OF A GRANT FROM THE INDIANA DEPARTMENT OF TRANSPORTATION
WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute
any documents necessary to receive money from the state or federal government
or any other source, and said documents are prepared and executed by the City
executive administration, provided that the Common Council of the City of
Richmond as the legislative body of the City approves an ordinance for the
appropriation of any monies received in accordance with IC 36-4-6-18; and
WHEREAS, The Indiana Department "of Transportation ("INDOT") has grant funding
available through Federal Section 5311 Coronavirus Aid; Relief, and Economic
Security Act ("CARES") Allocation Funds; and
WHEREAS, The City of Richmond desires to submit a grant application to obtain funding
for the funding of operations for Rose View Transit from July 1, 2020, through
December 31, 2021; and -
WHEREAS, No local match is required.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, as follows:
1. The City of Richmond, in accordance with IC 36-1-4-10, has submitted or will
submit a grant application to the Indiana Department of Transportation ("INDOT") for the
funding of operations for the Rose View Transit Department from July 1, 2020, through
December 31, 2021.
2. The City of Richmond is authorized to accept said grant funding in an amount up to
One Million Five Hundred Sixty-one Thousand Four Hundred Sixty-four Dollars and Zero
Cents ($1,561,464.00).

3. All grant funding, if awarded to the City of Richmond, shall be appropriated to help
funding of operations for the Rose View Transit Department from July 1, 2020, through
December 31, 2020.
