Staff Orals Commission Oral Communications Adjournment City of Lynwood Public Safety/ Traffic & Parking Commission Minutes of the Regular Meeting August 23, 2012 1. CaII to order Chair Munguia called the meeting to order at 6:02 p.m. 2. Roll Call Commissioners Ana Barraza, Percy Brown, Arthur Martinez, and Antonio Munguia were present. Commissioner Maria Vierra was absent. Staff members Elias Saikaly and Albert Espinoza were present. 3. Pledge of Allegiance Commissioner Brown led the Pledge of Allegiance. 4. Invocation Commissioner Munguia led the invocation. 5. Acknowledgement of Posting Albert Espinoza acknowledged the posting of the agenda. 6. Approval of the minutes for June 18, 2012 and July 16, 2012. It was moved by Commissioner Brown, seconded by Commissioner Martinez, to approve the minutes. AYES: Barraza, Brown, Martinez, and Munguia NOES: None ABSTAIN: None ABSENT: Vierra Public Oral Communications None Scheduled Items 7. Engineering study for the following streets: • Grant St. After discussion, it was moved by Commissioner Martinez, seconded by Commissioner Brown, to approve option #2 of the staff report. AYES: Barraza, Brown, Martinez, and Munguia NOES: None ABSTAIN: None ABSENT: Vierra 8. Request for stop signs for the following streets: • Harris Ave. and LeSage St. • Sampson Ave. and LeSage St. After discussion, it was moved by Commissioner Martinez, seconded by Commissioner Brown, to approve staffs recommendation. AYES: Barraza, Brown, Martinez, and Munguia NOES: Vierra ABSTAIN: None ABSENT: Vierra Staff Orals J.D. Whitaker, Parking Enforcement Manager, commented that the City met with the Lynwood Unified School District officials regarding improving safety around school zones. Commission Oral Communications Commissioner Munguia said he was happy to see the Sheriff's department and the Parking Enforcement Department attend the meetings. Commissioner Martinez had questions regarding the gate access on 11300 Atlantic Ave. Commissioner Brown commented that there is a dog problem in the City. Daniel Ojeda, P.E., Director of Public Works /City Engineer BY: Josef Kekula, Civil Engineering Associate SUBJECT: PARKING RESTRICTIONS ON GRANT STREET RECOMMENDATION: Staff recommends that the Traffic, Parking and Public Safety Commission continue the Public Hearing session to the next scheduled meeting. BACKGROUND: At its meeting of August 23, 2012, the Traffic and Parking Commission directed staff to start the notification process of the Commissions intent to restrict parking on one side of Grant Street and set -up a public meeting to 'receive protest and objections. ANALYSIS: Staff request additional time to complete the notification process. As such, staff requests that the hearing be continued to the next scheduled Traffic and Parking Commission meeting to provide additional time to complete the process. Daniel Ojeda, P.E., Director of Public Works /City Engineer _Josef Kekula, Civil Engineering Associate SUBJECT: HULME AVENUE AND WOODLAWN AVENUE STOP SIGN INSTALLATION RECOMMENDATION: It is recommended that the Traffic and Parking Commission review this report and support staff's recommendation relative to the installation of a stop sign and pavement markings on Hulme Avenue and Woodlawn Avenue. BACKGROUND: Staff received a request to review the possibility of installing a stop sign at the intersection of Hulme Avenue and Woodlawn Avenue. As such staff conducted a field inspection of this intersection. ANALYSIS: In response to this request staff field checked the location and found that the intersection of Hulme Avenue and Woodlawn Avenue is a Tee intersection and does not have a stop sign posted. Per California Vehicle Code (CVC) 21800(d) (2), a vehicle approaching the intersection must yield the right -of -way to cross traffic. Based on this, a stop sign would normally not be required at the subject intersection. However, staff noticed that very few vehicles actual complied with CVC 21800(d), coupled with the number of vehicles utilizing Hulme Avenue and the observation of adjacent streets that "Tee" into Woodlawn Avenue that have stop signs installed; as such to more clearly designate the right -of -way at this intersection the installation of stop sign and stop bar was deemed urgent and installed the same day. The pavement legend will be installed at a later date. It is staff's opinion, that given the existing conditions, it was not necessary to conduct the stop sign warrants. 7 he_ AM I ° STAFF REPORT TRAFFIC, PARKING AND PUBLIC SAFETY COMMISSION DATE: September 27, 2012 TO: THE HONORABLE CHAIRPERSON AND MEMBERS OF THE TRAFFIC, PARKING AND PUBLIC SAFETY COMMISSION FROM: G. Daniel Ojeda, P.E., Director of Public Works /City Engineer BY: Josef Kekula, Civil Engineering Associate SUBJECT: PARKING RESTRICTIONS ON PLUMA AVENUE RECOMMENDATION: Staff recommends that the Traffic, Parking and Public Safety Commission support staffs recommendations relative to parking restrictions on Pluma Avenue between Barlow Avenue and Long Beach Boulevard. BACKGROUND: Staff received a complaint regarding restricting parking to one side only on Pluma Avenue between Barlow Avenue and Long Beach Boulevard to improve traffic flow. ANALYSIS: Pluma Avenue (Barlow Avenue to Long Beach Boulevard) is a mixture of residential and commercial properties. Currently, parking is allowed on both the south and the north side of the street. The street width from curb face to curb face is about 27 feet, too narrow to properly accommodate parking on both sides. Based on a field review of this segment of the street, staff determined that parking should be restricted to one side of the street to improve traffic flow and properly accommodate vehicle passage. Since most of the residential units are located on the south side of the street, on- street parking spaces would be less available due to the number of driveway approaches. In addition, with the commercial development project to be constructed on the southwest corner of Long Beach Boulevard and Pluma Avenue, parking on the south side of Pluma Avenue will be even more impacted. As such, to improve traffic flow and better accommodate vehicular movement it is recommended that no parking be allowed on the south side of Pluma Avenue between Long Beach Boulevard and Barlow Avenue and that staff implement the no parking restriction via red curb paint.
