HomeMy Public PortalAboutResolution 99-1929 PC 5826 Reno Avenue" " RESOLUTION NO. 99- 1929PC A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF TEMPLE CITY APPROVING THE NEGATIVE DECLARATION AND RECOMMENDING GENERAL PLAN AMENDMENT 99 -1 AND ZONE CHANGE 99 -1391 TO RECLASSIFY A COMMERCIALLY ZONED VACANT LOT ADDRESSED AS 5826 RENO AVENUE TO THE MEDIUM DENSITY RESIDENTIAL (R -2) ZONE. The Planning Commission of the City of Temple City does hereby resolve: SECTION 1. Based upon a public hearing for a General Plan Amendment and Zone Change for the above described property, the Planning Commission finds: GENERAL PLAN AMENDMENT 1. That the change in the designation from general commercial to medium density residential will provide for reasonable development of the subject site for a residential use which is consistent with the surrounding neighborhood; and 2. That the subject General Plan Amendment would limit the development of the site to multiple family residential uses which are compatible and consistent with the land uses to the North and West; and 3. That the redesignation of the subject site would allow for the development of additional housing which is consistent with and which would help to implement the policies of the City's Housing Element of the General Plan as well as the Redevelopment Agency's Implementation Plan. ZONE CHANGE 1. That changing the zoning from C -2 to R -2 would allow for development of the site with multiple family residential dwelling units as opposed to possible commercial uses; and 2. That the change in zoning to an R -2 classification would be compatible with the surrounding land use designations; and 3. The rezoning of the subject site to the Medium Density Residential category would maintain and support residential property values in the immediate area. 4. That the subject property is currently zoned for commercial use; however, the site is not suitable for commercial development in that access is limited to a residential street; rezoning the property to a residential category would provide for reasonable development of the property. SECTION 2. This project should not result in significant effects upon the environment and a Negative Declaration has been prepared in accordance with the State CEQA Guidelines. The initial Resolution 99- 1929PC General Plan Amendment 99 -1 Zone Change 99 -1391 Page 2 statement as prepared indicates that there is no potential for adverse impact to the environment as it relates to all wild animals, birds, plants, fish, amphibians and related ecological communities, including the habitat upon which the wildlife depends for its continued viability. SECTION 3. The Planning Commission hereby recommends approval of General Plan Amendment 99 -1 and Zone Change 99 -1391 to redesignate and reclassify 5826 Reno Avenue from General Commercial (C -2) to Medium Density Residential (R -2). SECTION 4. The Secretary shall certify to the adoption of this Resolution.
