A Regular Meeting of the Mayor and Council of the Borough of Carteret Rego lletirg
was called to order by Mayor Daniel J. Reiman at 6:00 P.M., Thursday,
October 16, 2014, Council Chambers, Memorial Municipal Building, 61
Cooke Avenue, Carteret, New Jersey.
Upon individual roll call vote the following were noted present: Noted Present
Councilmember Jorge Diaz
" Dennis DiMascio
Randy Krum
" Joseph W. Sitarz
Noted Absent was Councilmembers Vincent Bellino and Council President noted Absent
Susan R. Naples.
Also noted present was Borough Attorney Robert J. Bergen and Municipal Also Noted Present
Clerk Kathleen M. Barney, MMC.
The Meeting was opened with a minute of silent prayer and the Pledge of Silent Prayer/Pledge of
Allegiance led by Mayor Daniel J. Reiman. Allegiaree
Mayor Reiman addressed the Borough Attorney in reference to adding Re: Resolution #14-211
Resolution #14 -211.
Borough Attorney said yes it has to do with the Middlesex County
Municipal Joint Insurance Fund.
Councilmember Sitarz asked what that was.

Borough Attorney Bergen replied that it has to do with the executing
agreement with the Middlesex County Municipal Joint Insurance Fund.
Mayor Reiman said we are a member of the Middlesex County Municipal
Joint Insurance Fund.
Mayor Reiman made a motion to amend the Agenda to include
Resolution 14 -211.
Upon MMS &C by Councilmembers Sitarz and Diaz and unanimous
affirmative vote of the four (4) Councilmembers present the agenda was
amended to include Resolution #14 -211.
Statarernt of Mketirg The 2014 Annual Notice was mailed to The Home News Tribune, The Star
Notice Ledger and posted on the bulletin board on January 6, 2014. Notice was
published in The Home News Tribune on January 8, 2014 and The Star
Ledger on January 9, 2014.

October 2, 2014 affirmative vote of the four (4) Councilmembers present the Minutes of
October 2, 2014 were approved as transcribed and engrossed by the
Clerk.
Ordinance -First Ordinance: - First Reading
Read'rg 1. #14 -26 Amending Section 128 -37, "Permits' of Article 4, "Control
of Hazardous Substances" of Chapter 128 of the Borough Code.
The Mayor asked for a motion on First Reading.
Ordinance #14 -26 The Clerk stated that Ordinance 414 -26 was introduced and adopted on
First Reading and the Clerk authorized and directed to advertise same for
Public Hearing to be held December 4, 2014 , upon MMS &C by
Councilmembers Sitarz and Krum, and upon individual roll call vote,
Councilmembers Diaz, DiMascio, Krum and Sitarz voted in the affirmative.
Councilmembers Bellino and Naples were noted absent.

Upon MMS &C by Councilmembers Diaz and Krum and unanimous
affirmative vote of the four (4) Councilmembers present, the public' to Public
portion on Resolutions /Agenda Items and New Business was opened to
the public.
The Mayor asked if anyone would like to address the Council.
Upon MMS &C by Councilmembers Diaz and Sitarz and unanimous
affirmative vote of the four (4) ouncilmembers Closed to Public

Mayor Reiman read the resolutions into the record:
1. #14 -202 Approving 2014 Sewer Rebate Program.
2. #14 -203 Governing Body Certification of Annual Audit.
3. #14 -204 Budget Insertion of $20,000.00 from the Municipal Alliance
Program Grant.
4. #14 -205 Budget Insertion of $487,500.00 from the Port Authority of
New York and New Jersey Security Grant.
Mayor Reiman said this is a new grant amendment from the New
York /New Jersey Port Authority and Federal dollars increasing our Grant
by $487,500.00.

Upon MMS &C by Councilmembers Diaz and Sitarz and unanimous
affirmative vote of the four (4) Councilmembers present, all Reports were Reports
ordered to be received and placed on file.
COMMITTEES—
BUILDINGS & GROUNDS: In the absence of Committee Chairperson
Naples the Mayor reported Progress.
FINANCE & ADMINISTION — Committee Chairperson Diaz reported
Progress.
FIRE & DOMESTIC PREPAREDNESS — Committee Chairperson Krum
reported that after seeing this on one of the Resolutions, a few months
ago he spoke to the Mayor about putting about $54,000.00 dollars away
for a generator and UVA compressor. The Port Authority gave us a grant
for $487,500.00 to be used towards that and radios. It was a great job by
Chief Hruska. He reported Progress.
PARKS, RECREATION & PUBLIC PROPERTY — In the absence of Committee
Chairperson Bellino the Mayor reported Progress.
POLICE- Committee Chairperson Sitarz reported Progress.
PUBLIC WORKS — Committee Chairperson DiMascio reported Progress.

Mayor Reiman reported that the streets are almost done. We're almost Discussion
through the 2014 Road Program.
Councilmember DiMascio said they put in arrows over on the West
Carteret Bridge.
Mayor Reiman said sometimes those just appear.

Discussion Councilmember Diaz said they had problems on Coolidge Avenue but he

believes it's being rectified in the next couple of weeks.
Mayor Reiman said there are some issues on Coolidge, some on
Chestnut. He said he was down on Elmwood yesterday. Anytime they are
doing this many roads there is a little pick up of curbs but for the most
part he is happy with the work performance.
BOARD OF EDUCATION LIASION: In the absence of Committee
Chairperson Naples the Mayor reported Progress.
