OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA,
MAY 4,2020
The Common Council of the City of Richmond, Indiana met in a Regular Meeting, May
4, 2020 in the Hutton Community Room in said City.
President Oler called the meeting to order and the following business was conducted
ROLL CALL
Present were Councilors Doug Goss, Kelley Cruse-Nicholson, Bill Engle, Jeff Cappa,
Jeffrey Locke, Gary Turner, Jane Bumbalough,Ron Oler and Larry Parker.
Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City
, Clerk; Emily.Palmer, Controller; Kate Kotan, Community Development; Greg Stiens,
Director of Public Works and Safety; Beth Fields, Infrastructure and Development;
Valerie Shafer, Wayne County Economic Development; Josh Malancuk, Chris & Mike
Rasmussen, Leon Kozierak, Elements 13, LLC; and, Media.
APPROVAL OF MINUTES:
Councilor Parker moved to approve the minutes of the regular meeting held April 20,
2020, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried.
COMMENTS FROM THE MAYOR:

• The City of Richmond and Center City Development Corporation will be the
administration of the COVID 19 Response Program with a Two Hundred Fifty
Thousand Dollar ($250,000) grant from the Office of Community and Rural
Agency. These funds are to provide grants to small businesses located within the
boundaries of the Center City Development Corporation Main Street Richmond
designation.

Councilor Parker moved to suspend the rules and read Ordinance Nos. 28, 29 & 30-2020
on first reading by title only, supported by Councilor Goss. Upon a vote viva voce, the
motion carried.

ORDINANCE NO. 28-2020 — AN APPROPRIATION ORDINANCE AUTHORIZING THE
SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE
INDIANA DEPARTMENT OF TRANSPORTATION(Roseview re COVID 19)
The Clerk read Ordinance No. 28-2020 on first reading by title only.
This Ordinance would authorize the City of Richmond to submit a grant application and
accept grant funding in an amount up to One Million Five Hundred Sixty-one Thousand
Four Hundred Sixty-four Dollars and Zero Cents ($1,561,464.00). All grant funding, if
awarded to the City of Richmond, shall be appropriated to help funding of operations for
the Rose View Transit Department from July 1, 2020,through December 31, 2020.
The Finance Committee recommended approval.
Councilor Locke moved to advance Ordinance No. 28-2020 to second reading, supported
by Councilor Goss. Upon a vote viva voce,the motion carried.

President O1er declared Ordinance No. 28-2020 on public hearing. There being no
comments for or against, Councilor Parker moved for engrossment, supported by
Councilor Goss. Upon a vote viva voce,the motion carried.
Councilor Parker moved to advance Ordinance No. 28-2020 to third and final reading,
supported by Councilor Goss. Upon a vote viva voce,the motion carried.

Ordinance No. 28-2020 was adopted with a 9-0 roll call vote.
ORDINANCE NO. 29-2020 —AN APPROPRIATION ORDINANCE AUTHORIZING
THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT.FROM
THE INDIANA OFFICE OF COMMUNITY AND RURAL AFFAIRS (re COVID 19)
The Clerk read Ordinance No. 29-2020 on first reading by title only.
This Ordinance would authorize the City of Richmond to submit a grant application and
to accept grant funding from the Indiana Office of Community and Rural Affairs
("OCRA") in an amount up to Two Hundred Fifty Thousand Dollars and Zero Cents
($250,000.00). All grant funding, if awarded to the City of Richmond, shall be
appropriated to assist the City with the economic impact of the COVID-19 Health
Emergency.
The Finance Committee recommended approval.

Councilor Cappa asked to abstain from voting on Ordinance No. 29-2020 due to the fact
he serves on the Center City.Development Corporation Board and has already voted for
this in that capacity. Councilor Locke moved to approve, supported by Councilor Goss.
Upon a vote viva voce,the motion carried.
Councilor Goss moved to advance Ordinance No. 29-2020 to second reading, supported
by Councilor Parker. Upon a vote viva voce,the motion carried.

comments for or against, Councilor Parker moved for engrossment, supported by
Councilor Cruse-Nicholson. Upon a vote viva voce, the motion carried.
Councilor Goss moved to advance Ordinance No. 29-2020 to third and final reading,
supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried.

Ordinance No. 29-2020 was adopted with an 8-0 roll call vote.
ORDINANCE NO. 30-2020 — AN APPROPRIATION ORDINANCE AUTHORIZING THE
SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE
FEDERAL AVIATION ADMINISTRATION(Airport re COVID 19)
The Clerk read Ordinance No.30-2020 on first reading by title only.
This Ordinance would authorize the City of Richmond to submit a grant application to
the Federal Aviation Administration ("FAA") and to accept grant funding in an amount
up to Thirty Thousand Dollars and Zero Cents ($30,000.00). If awarded, these monies
shall be appropriated to help fund operations for the Richmond Municipal Airport.
The Finance Committee recommended approval.
Councilor Goss moved to advance Ordinance No. 30-2020 to second reading, supported
by Councilor Bumbalough. Upon a vote viva voce,the motion carried.
